The Chief Human Resources Officer (CHRO) leads human capital initiatives and strategies that will support high levels of employee engagement promote customer service excellence and attract and retain high performing employees. The CHRO oversees all aspects of human resources including talent acquisition and management compensation benefits and wellness employee relations employee development and retention and performance management. In addition this position also has administrative responsibility and oversight for the Office of Institutional Equity that handles matters pertaining to EEO/AA ADA/ADAAA and Title IX matters and will act as the Colleges Chief Human Resources Officer. The CHRO will collaborate on initiatives with the Colleges senior leadership and will be a member of the leadership council as designated by the President of the College.
As a strategic leader collaborates in the development and of the Colleges Mission Vision and Values to create a diverse qualified and engaged workforce through initiatives and programs that primarily focus on human resources management talent acquisition development and retention compensation and benefits HRM systems performance management employee relations organizational development and succession planning.
Creates develops and motivates a strong professional HR team that delivers excellent customer service and brings discipline and consistency to HR processes throughout the College.
Ensures the acquisition development and retention of talent through progressive and vision aligned recruitment employee development and purposeful retention efforts.
Collaborates with the Office of Institutional Equity and the Office of Diversity Equity and Inclusion to ensure a diverse and inclusive employee population and advance the principles of equity inclusion and accessibility through the development and implementation of policies practices initiatives and protocols.
Creates enforces and evaluates HR policies that are aligned with state and federal legislation Board of Regents (BoR) and Nevada System of Higher Education (NSHE) regulations and other CSN policies.
Analyzes interprets and ensures compliance with state and federal legislation BoR and NSHE regulations and CSN policy.
Utilizes technology and software platforms to provide reports for compliance with state federal and statutory requirements.
Required Qualifications
Masters Degree in Human Resources Organizational Development Business Management Leadership or a closely related field from a regionally or nationally accredited college or university; OR equivalent combination of education and experience.
7 years of progressively responsible human resource experience with at least 5 years of experience as a senior human resources professional (Director Level and above).
Experience working successfully in a complex centralized environment.
Preferred Qualifications
Human Resources experience in Higher Education.
Experience working under a Collective Bargaining Agreement.
Relevant HR certification(s) such as SPHR PHR CCP ODC.
General knowledge of technology and information systems used in human resources applications i.e. Microsoft Office Workday Instructure Bridge etc.
The duties knowledge skills and abilities for this position include but are not limited to:
Knowledgeable of and demonstrated skill in leadership emotional intelligence mediation conflict resolution and change management principles.
Knowledgeable of and demonstrated skills in designing and executing successful human resources programs.
Working knowledge of relevant federal/state regulations and laws governing employment and personnel management.
Excellent interpersonal project management customer service organizational and communications skills (oral written and listening).
Demonstrated skill in managing difficult situations with tact and diplomacy multitasking in a fastpaced environment and maintaining confidentiality.
Knowledgeable of and demonstrated skill in designing and implementing organizational development and planning programs/initiatives that develop train and engage employees at all levels.
Strong personal and professional commitment to building and maintaining a diverse and inclusive workforce and a demonstrated ability to work effectively with individuals with diverse backgrounds and groups representing numerous perspectives and interests; Sensitivity to issues associated with diversity and multiculturalism.
Proven track record of success in senior leadership (director level or above) positions within an HR and/or organizational development/planning/efficiency positions in both private business and higher education and/or public sector.
Proven ability to coach and develop others at all levels (direct/indirect reports).
Leadership experience in HR personnel and/or organizational planning/development/efficiency in both private business and higher education and/or public sector.
Experience with implementing and improving the functionality of largescale human capital software systems.
Ability to initiate and lead continuous improvement efforts through innovative HR solutions and technology and to create implement administer and evaluate best practices in human resources programs and services.
Experience in strategic planning and implementation that has produced significant positive organizational outcomes on multiple and measurable dimensions.
Personal/Professional Attributes
Proven ability to foster a cooperative work environment internal and external to the department/division.
Indepth knowledge of creative forward thinking contemporary principles of human capital management and organizational development.
