Job Description

Position Objective

The Budget Director is responsible for administering the annual operating budget process across the college recommending policy procedures and organizational structures for an effective and efficient process. The Budget Director is responsible for establishing maintaining and coordinating the annual collaborative budget development process and the maintenance of the budget for the college as well as long range budgetary planning in accordance with the colleges various Master Plans.

Duties and Tasks (Essential Functions)

Duty: Budget Development and Management
Tasks include:

  • Lead collaborative college budget development process including revenue and expense forecasting with the college community.
  • Set up manage and maintain the college budget for each fiscal year using the college budgetary tracking tools
  • Establish and maintain budget management processes and procedures
  • Ensure that the colleges expenditures remain compliant throughout the year with the budget
  • Monitor both operating and capital budget
  • Work in conjunction with the Controller by providing monthly annual and ad hoc budget reports/information to assist with the preparation of the budget to actual reporting of financial statements
  • Coordinate with and support Budget Managers Capital Projects Managers and Grant Principal Investigators on budgetary requests revisions and transfers
  • Approve and process budget transfer requests
  • Provide regular and routine budget status reports to budget managers and college leadership
  • Where necessary coordinate with and act as a liaison for College Budget Managers with State Board and technical support staff members on budget and budgetary transaction related support requests
  • Maintain chart of accounts/chartstring; including the setup modification and classification of accounts in accordance with college policies state regulations and accounting standards to ensure that all financial transactions are accurately recorded and categorized providing essential data for financial reporting and budgeting

Duty: Finance Department Coordination
Tasks include:
  • Coordinate with the Colleges Finance staff on monthly yearend and biennialend closing processes in conjunction with other college departments the State Board for Community and Technical Colleges and the Office of Financial Management.
  • Coordinate with College stakeholders on the budget implications of new and ongoing grants contracts and capital projects
  • Provide informational reports to the Board of Trustees and the college community.
  • Coordinate and consult with staff who are responsible for Grants and Contracts oversight on their budget implications.
  • Advise consult and support the Vice President for Finance and Administration on matters related to budget and budget analysis
  • Participate in preparation of internal review and audit reports and corrective action plans recommending improvements and changes in policy and procedure to improve efficiency and effectiveness and to correct for areas of potential noncompliance.
  • Supervise the Grants and Contracts Manager Fiscal Analyst and Finance Functional Analyst

Duty: Committees Representation and Working Relationships
Tasks include:
  • Serve as a member of college and state committees or groups as needed.
  • Participate as a colleges representative for the statewide Budget Accounting and Reporting
  • Council (BAR).
  • Maintain positive working relationships with college departments staff faculty external agencies and the public at all times.
  • Maintain the highest standards of professional and ethical conduct.
  • Provide financial information for ad hoc reports required by other departments.

Minimum Qualifications

  • Bachelors degree from an accredited institution.
  • Three years of experience in managing and developing budgets as well as budget policy and analysis within the public sector.
  • Three years of supervisor experience within a professional accounting or business management environment.
  • Ability to effectively communicate information of a detailed and technical nature to diverse audiences.
  • Effective verbal and written communication skills.
  • Ability to analyze financial data recognize errors and implement corrections.
  • Ability to plan organize set priorities and meet deadlines; ability to exercise independent judgement.
  • Demonstrated proficiency with Microsoft Office applications such as Excel Word and PowerPoint.

Preferred Qualifications

  • Masters degree in accounting business administration finance or closely related field from an accredited institution.
  • Professional certification such as Certified Public Accountant Certified Management Accountant Certified Internal Auditor and/or Certified Fraud Examiner.
  • Experience with the PeopleSoft financial management system used by the public community and technical colleges of Washington State.
