GENERAL MANAGER FINANCIAL SERVICES


Location: OCDSB Administration Building; 133 Greenbank Road Nepean ON
Position Status: 1.0 Regular Fulltime
Hours of Work: Monday to Friday 35 hours per week

Salary Range: $145914 to $171825 per annum (Level 11


Job Summary

Under the direction of the Associate Director Business Operations and Chief Financial Officer the General Manager Financial Services is the chief resource in managing the operational Finances of the board and determining the impact of changes in grant regulations for the Board. The position will manage and supervise departmental staff; provide advice to and act as liaison between and among relevant stakeholders with respect to the financial impact of changes in provincial Education Act legislation Regulations and grants. The General Manager will undertake ongoing analysis of the Boards financial activities prepare briefs and submissions and make presentations and recommendations with respect to budget and other financial issues. This position is also responsible for advising on key financial policy planning and management issues and providing advice and support to the Associate Director Business Operations in the shaping of new initiatives with the goal of maximizing revenue for the OCDSB. The OCDSB is also in the process of implementing a new Enterprise Resource Management System and this role plays a key role in stakeholder discussions.


Qualifications

  • Masters degree in Management or Business Administration and at least 8 years of progressive experience in a school board Finance department including experience in producing analysis and reports for senior staff is desired. An equivalent combination of education and experience may also be considered.

  • Accounting designation (CPA CMA) is required.

  • Knowledge of financial and systems planning and Acts and Regulations governing the financing of public education in Ontario is required.

  • A demonstrated capacity for functioning in a complex organizational system must be demonstrated. In particular knowledge of and expertise in interpreting the governmental Acts and Regulations is necessary.

  • Advanced proficiency in Excel Financial database systems Word email and PowerPoint is required.

  • Excellent managerial skills to direct and oversee a team of Finance professionals in a large organization including hiring directing evaluating and disciplining. Demonstrates exceptional leadership for coaching mentoring and motivating teams.

  • Excellent interpersonal and communication skills (oral and written). Ability to write Board reports proposals policies and procedures. Has the capacity for establishing and maintaining effective working relationships with all stakeholders including senior staff manager principals board employees and Trustees.

  • Excellent research presentation and facilitation skills must be demonstrated.

  • The ability to work with a high level of detail while at the same time understanding and utilizing broader organizing concepts.

  • A proven ability to maintain a high level of confidentiality.

  • Experience in project management and in dealing with multiple demands and priorities.

  • Leadership and vision are critical in developing proposals that can achieve a widespread acceptance by staff and stakeholders through the perception of an equitable balancing of the competing requirements of service delivery and the allocation of available resources.

  • Significant judgment and decisionmaking skills and capacity to achieve consensus in a

consultative fashion.
