Supporting the work of the Affordable Housing and Homelessness Section within the Social Development Branch of Community Services you will be accountable for research on best practices and innovative methods for housing which includes establishment of business processes monitoring and reporting on key metrics tracking of projects data collection budget development and financial evaluation of proposed projects. Specific responsibilities will include:
What will you do
- Develop real estate proformas and detailed financial models for use in assessing the financial viability of proposed affordable housing developments
- Develop datadriven models and other tools for decisionmaking
- Prepare monitor and report on Key Performance Indicators (KPIs)
- Compile data and analyze past program performance and financial metrics
- Track project performance using appropriate management tools
- Conduct research on best practices and innovative approaches to affordable housing program design and evaluation
- Organize and conduct research activities to assist in the preparation of public engagement Council and Committee reports
- Coordinate the development of 4year investment plans aligned with the Citys budget cycle
- Establish targets and develop scenarios to inform funding decisions
- Monitor progress and report on results
- Adapt investment strategy in response to emerging challenges and opportunities
- Work with the Financial Services team on monthly quarterly and yearend financial duties
- Support invoice review approval and tracking
- Evaluate development proformas and audited financial statements providing recommendations on proposal viability and alignment with program requirements
- Support financial analysis projects including business case financials project budgeting Lean analysis product pricing performance measurement and Activity Based Costing (ABC)
- Facilitate financial business planning for Affordable Housing & Homelessness initiatives
- Other duties as assigned
- Completed University Degree in Business Administration Management Commerce Business Economics Statistics Financial Mathematics or another relevant discipline
- A minimum of two years experience in a strategic or business planning role including experience with project management research analysis performance measurement business process improvement and change management
Assets:
- Strong mathematical and analytical skills with the ability to interpret data
- Knowledge of simulation modeling operational and statistical research
- Experience with risk assessment.
- Knowledge and experience using Google Workspace and business applications Tableau and SAP in an operational environment
- Experience working in the affordable housing sector or other large organizations
- Masters Degree

- Proven ability to prepare and present technical briefs and reports
- Ability to express ideas and concepts effectively using written and oral communication
- Must demonstrate a high degree of initiative with the ability to work effectively with others
- Excellent interpersonal customer service organization time management and prioritization skills required
- Experience navigating levels of government large corporations and community organizations

- Alignment with the goals of the City Plan may be tested
Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement
Work Environment:
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
