Job Description

Under the direction of Behavioral Health Services Director of Systems of Care the Director of Adult Older and Older Adults sets the vision and leads the delivery of behavioral health services for adults and older adults. This role oversees mental health and substance use disorder services provided by BHS CommunityBased Organizations (CBOs) and contracted private providers. The Director is responsible for strategic program planning staff supervision budget management fund development labor relations and clinical operations while ensuring collaboration with system partners such as the San Francisco Department of Public Health (SFDPH) CBOs hospitals the Mayors Office and other City departments. The Director also plays a key role in coordinating clinical efforts related to Mental Health SF and advancing equitable highquality care.

The Director of Adult/Older Adult (A/OA) System of Care performs the following essential job functions:  

  • Provides administrative oversight and clinical leadership for all Adult and Older Adult clinical programs and service. 
  • Inspires manages and develops managers and staff. Monitors performance and coaches staff to reach their highest potential.
  • Develops and evaluates policies/procedures to comply with local state and local laws and regulations pertaining to mental health and substance use disorder services. Translates regulatory requirements into clinical practice.  Informs policy development by cultivating best practices and lessons learned from providers.
  • Collaborates actively with other SFDPH SF Health Network Hospital Ambulatory Care and BHS leaders. Establishes effective working relationships with members of the community local state and federal agencies. 
  • Develops and guides practice improvement approaches within A/OA system of care to promulgate best practices.
  • Oversees quality improvement and evaluation activities collaboration on program effectiveness to foster antiracist practice racial justice and behavioral health equity.
  • Ensures that A/OA SOC clients receive effective understandable and respectful care that is provided in a manner compatible with their cultural health beliefs practices and preferred language.
  • Works in collaboration with the DPH Business Office Facilities Team to address the operational needs of civilservice programs including physical plant equipment material and supplies.
  • Assesses and responds to community needs provides consultation.
  • Directs the gathering/preparation of monthly and annual reports; writes and submits reports.

The Director Adult and Older Adult System of Care 0933 Manager V) may perform other duties as assigned or required.


Qualifications :

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

License: Possession of a valid license in one of the following areas* AND

  • Licensed Clinical Social Worker (LCSW) Licensed Professional Clinical Counselor (LPCC) or Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences
  • Psychologist license issued by the California Board of Psychology
  • Doctor of Medicine license issued by the Medical Board of California AND valid Drug Enforcement Administration registration with the United States Department of Justice
  • Doctor of Osteopathy license issued by the Osteopathic Medical Board of California AND valid Drug Enforcement Administration registration with the United States Department of Justice

Experience: Five 5 years of professional experience in a behavioral health setting of which at least three 3 years must include supervising health care professionals

*Applicants possessing a valid equivalent license issued from another state within the United States may apply but if selected the candidate will be required to obtain the equivalent license from the appropriate California licensing board within six 6 months of hire date.  A copy of the valid California license must be provided to the supervisor during this period. Failure to show proof of licensure within six 6 months of hire date may result in the dismissal and/or termination of employment. Note: Oneyear fulltime employment is equivalent to 2000 hours 2000 hours of qualifying work experience is based on a 40hour work week).

The exam is designed to measure knowledge skills and/or abilities in jobrelated areas which may include but not be limited to: knowledge of management best practices and principles ability to direct subordinate managers engaged in diverse activities ability to establish and maintain relationships with officials communitybased organizations and the public ability to envision and implement divisionwide changes knowledge of practices to address racial and cultural disparities in behavioral health such as trauma informed care knowledge of principles practices and techniques of program planning development and evaluation knowledge of service considerations that target and effectively meet the needs of patients with behavioral health issues and ability to interpret and evaluate electronic medical records.

The T&E will be emailed to the address listed on the candidates online application. Candidates will be required to respond to the T&E in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their T&E responses.

Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.
