Description

IMMEDIATE VACANICES:
Permanent FullTime


Plans directs and administers a County housing division which provides affordable housing services to qualified families and/or individuals that meet the applicable income requirements; develops and implements long range plans to address the affordable housing needs of the community; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility as a division head to administer a County affordable housing program which provides a variety of federal state or county affordable housing services to qualified families and/or individuals who meet the applicable income requirements as well as to oversee the review analysis and evaluation of agreements and applications related to the Countys affordable housing requirements.

Examples of Duties


(The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Plans develops and administers a County housing program through subordinate program specialists to provide affordable housing services and activities to qualified families and/or individuals that meet the applicable income requirements;
  • Directs divisions major functional areas i.e. the HOME Investment Partnership Program and the Section 8 Housing Choice Voucher Program as well as other federal state or county programs through subordinate program specialists;
  • Develops long range plans and strategies to consistently address the changing needs expectations and priorities of the Countys housing requirements;
  • Establishes operational standards policies and procedures to effectively carry out the divisions mission and its related goals and objectives;
  • Conducts studies surveys and collects pertinent data to evaluate the effectiveness of existing affordable housing services and activities;
  • Confers with legislators administrators and other public officials in the review evaluation and formulation of local ordinances rules and regulations relating to the affordable housing needs of the community;
  • Develops coordinates and may conduct training and orientation for subordinate supervisors;
  • Ensures that division programs and activities are aligned with the divisions mission and related goals and objectives;
  • Responsible for the review of various types of landuse applications (e.g. special management area use permits district boundary amendments zoning changes community plan amendments special use permits conditional use permits bed and breakfast use permits etc. draft environmental assessments draft environmental impact statements; prepares comments for department heads consideration;
  • Reviews and prepares comments on draft affordable housing agreements in consultation with Corporation Counsel finalizes and processes such agreements for by appropriate County officials and monitors such agreements for compliance with the terms and conditions of the agreements;
  • Assists developers in the preparation of project applications pursuant to state affordable housing laws; processes draft applications for review and comment by appropriate State and County agencies; processes final applications for approval by the applicable legislative body;
  • Directs and manages the implementation of the countys housing requirements pursuant to applicable county ordinances as it relates to the activities of the department;
  • Keeps abreast of current housing issues; conducts public presentations and public awareness campaigns to generate community interest in developing new programs services and activities to assist qualified families and/or individuals facing affordable housing challenges;
  • Represents the department at meetings public hearings and conferences at the direction of the department head;
  • Establishes and maintains working relationships with other governmental agencies community organizations and private interest groups to effectively administer a countywide program of affordable housing services and activities;
  • Investigates grievances and complaints and formulates resolutions of such grievances and complaints; may serve as a hearing officer regarding program violations and/or eligibility issues;
  • Performs other related duties as required and/or assigned.


Minimum Qualification Requirements


Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in business or public administration economics or a related field and six years of experience in housing or property management or development which shall have included feasibility analysis real estate transaction and appraisals two of which shall have been in an administrative capacity including or supplemented by one year of experience in the preparation and/or review of housing development plans.

License Requirement: Possession of a motor vehicle operators license valid in the State of Hawaii (equivalent to Hawaii Type 3.

Knowledge of: principles and practices of administration; federal state and county housing development and urban renewal laws ordinances rules and regulations; federal HOME Investment Partnership Program and Section 8 Housing Choice Voucher Program; rules regulations documents legal forms techniques and methods used in real estate transactions.

Ability to: plan and administer an affordable housing program; interpret laws rules and regulations; present oral and written reports; analyze and evaluate statistical data and reports; maintain effective working relationships with others and the public.

Supplemental Information

This position is located in the Housing & Community Development Division (HCD) and is responsible for directing the activities of the Housing & Community Development Division which supports efforts to create affordable housing for Maui County residents. This includes managing partnerships with stakeholders in the development of affordable housing on public or private land overseeing the development of housing projects using County land coordinating with Project proponents and directing project proposals under Chapter 201H Hawaii Revised Statutes 201H) Chapter 2.97 Maui County Code (MCC) and Chapter 16.28 MCC.
