SUMMARY
Flathead Valley Community College is an outstanding public community college located on a beautiful campus in Kalispell Montana with panoramic views of the northern Rocky Mountains and Glacier National Park. The Apprenticeship/Workbased Learning Program Manager is responsible for developing and implementing apprenticeships/workbased learning (WBL) programs for the campus; coordinating WBL focused events serving as a liaison between industry and apprenticeship participants; and working closely and cooperatively with the Executive Director of Workforce Development and Director of Continuing Education on programmatic financial and compliance matters related to workbased learning.

ESSENTIAL FUNCTIONS
  • Plans designs and leads new apprenticeship program curriculum utilizing the Department of Labors Registered Apprenticeship Program framework in collaboration with the Executive Director of Workforce Development (EDWD) Director of Continuing Education instructors business stakeholders and state departments.
  • Develops implements oversees apprenticeship strategies for student recruitment that creates and aligns career pathways enhances existing apprenticeship programs and boosts program enrollment in partnership with EDWD. Prepares students for apprenticeships/workbased learning opportunities.
  • Manages the Credly badging program for all validated skills workbased learning documentation and according to regulations.
  • Works as a collaborative member of the Workforce Development team to identify evaluate develop initiatives and programs that deliver the Colleges strategic priorities.
  • Collaborates with the Entrepreneurship Center to support apprenticeship graduates in building and marketing small business opportunities.
  • Manages the Building Trades Integrated Education Training (IET) program bridges the program to an Apprenticeship program oversees instructors and curriculum may teach in the program.
  • Collaborates with statewide and local adult learning and veteran affairs organizations and EDWD to market FVCCs apprenticeship programs IET and other WBL opportunities.
  • Consults and advises applicable employers on the benefits of and process for establishing apprenticeships as well as crafts the structure and process for apprenticeship agreements.
  • Seeks grant opportunities and collaboratively works with grant writer to attain funding.
  • Works collaboratively with college departments to ensure the proper academic and sequential course scheduling class registration prior learning assessment and financial aid processing of students accepted into apprenticeship programs.
  • Collects compiles and maintains records to track the academic progress of students in apprenticeship programs. Prepares reports for use in assessing students progress and identifying students in need of additional student support.
  • Researches evaluates and facilitates prior learning/validated skills assessment in partnership with appropriate campus offices.
  • Evaluates market research for employment trends in the apprenticeship areas to determine new program needs and directions.
  • Performs accurate record keeping reporting data analysis and audits for compliance with workforce development initiatives state and federal legal regulations
  • Establishes and initiates effective and timely communications and budget reporting.
  • Develops and facilitates presentations and workshops related to apprenticeship/workbased learning programming.
  • Attends training sessions and participates in professional training opportunities.
  • Promotes encourages and executes programs of continuous assessment and benchmarking of goals programs and services and communicates the results.
  • Maintains professional ethics and confidentiality of students in accordance with applicable laws and policies.
  • Actively participates in the development of a climate that promotes and supports innovation and efforts to continuously improve services.
  • Cross trains to perform other departmental and team functions; backfills for staff as needed. Assists and collaborates with staff on projects or events as needed (e.g. Night of the Trades).
  • Creates and maintains a collaborative and collegial environment with colleagues and maintains effective working relationships.
  • Performs other related duties as assigned.
  • Participates in department and college committees and projects.
  • Reports to the Executive Director of Workforce Development.
MINIMUM QUALIFICATIONS
  • Bachelors degree AND three years of related industry or career services experience OR
  • Masters degree AND one year of related industry or career services experience AND
  • Valid Montana drivers license with insurable driving record upon hire.
PREFERRED QUALIFICATIONS
  • Experience developing apprenticeship/workbased learning and curriculum
  • Knowledge of Montana and Flathead Valley job market and industry trends
  • Demonstrated experience providing career counseling to address a broad range of career/employment issues
  • Demonstrated experience providing instruction in the Building Trades
KNOWLEDGE SKILLS AND ABILITIES
  • Ability to provide quality customer service and collaboration by creating a welcoming and supportive environment
  • Experience and proficiency with incorporating the use of technology to deliver career services
  • Proficient computer skills and basic understanding of student information systems and Microsoft Access database system
  • Knowledge and skill in designing managing or implementation of community/campus programming and events
  • Demonstrated skill in creating and managing a work climate of collaboration collegiality and teamwork
  • Ability and willingness to serve as a representative and leader for the College by interacting appropriately with the community
  • Ability to work within policies and procedures of FVCC
  • Ability to intermittently work nontraditional schedules including evenings weekends etc.
  • Ability to maintain effective and positive professional relationships
  • Ability to follow and issue directions
  • Demonstrated communication technology presentation customer service and interpersonal skills
  • Ability to work effectively with people from a variety of culturally diverse backgrounds
  • Ability to maintain regular and acceptable attendance levels
  • Ability to maintain a high degree of confidentiality
  • Ability to pass a drivers license records check and maintain current Montana Drivers License and a clean driving record
  • Ability to pass a criminal background check
  • Ability to respond in the event of an emergency
  • This is a Medium Duty job according to the Selected Characteristics of Occupations Defined in the Revised Dictionary of Occupational Titles U.S. Department of Labor and Industry. Medium Duty involves exertion of 2050 pounds of force occasionally and/or 1025 pounds frequently and/or up to 10 pounds continuously to move objects.
