The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
The Office of Human Resources (OHR) is a critical component in managing the agencys most valuable resources our employees. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS vision of offering comprehensive quality services that empower children and families to thrive. ACS Office of Human Resources primary functions include developing and implementing the agencys human resources policies and procedures recruiting and hiring qualified candidates for open positions providing onboarding and training to new employees managing employee performance and compensation and ensuring compliance with all applicable employment civil service and labor laws. In addition to our primary functions the Office of Human Resources provides a variety of other services to employees such as career development employee benefits and wellness programs. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment advocacy and involvement in the organization while attracting and cultivating a diverse dynamic workforce.
The Certifications Unit plays a large role in managing the agencys most valuable resources our employees. The Certifications Unit holds has a broad spectrum of responsibilities that stems includes assisting ACS Divisions with filling to fill vacancies and assisting candidates to move from Civil Service lists to permanent certification. certified off the Civil Service lists with permanent status. We provide guidance and analysis on qualification requirements in Civil Service titles in contribution towards to drive growth within the agency. Certifications Units primary functions include clarifying and implementing Civil Service policies and procedures and recruiting and hiring qualified candidates from Civil Service lists to fill the agencys available positions. In addition to our primary functions the Certifications Unit assists with the transfer of permanent civil service titles civil service permanent title changes and reinstatements back to permanent Civil Service titles. Certifications Unit maintains liaison with DCAS and other NYC agencies regarding interagency transfers title changes and request for civil service certifications. Certifications Unit commits to meeting the expectations of internal and external customers by listening and responding effectively to customer questions and resolving customer problems to the customers satisfaction.
Under the administrative direction of the Supervisor of Certification Unit and with some latitude for independent action and decision making the Certification Analyst will be responsible for but not limited to the following duties:
Utilize Excel to maintain an accurate record of all Civil Service actions received ensuring all data is current and accessible.
Update and manage a tracking list of all Office of Management & Budget (OMB) approved vacancies utilized during Civil Service hiring pools employing Excel for data management.
Assist with the preparation of Civil Service Hiring pools including conducting and supervising these events to ensure they adhere to procedural standards.
Generate and maintain statistical reports on resume submissions and applicant selection process using Excel providing insights into recruitment effectiveness.
Evaluate employment applications against Civil Service Title Specifications and Requirements to ensure applicant eligibility.
Serve as a primary contact between Department of Citywide Administrative Services (DCAS) and other City agencies coordinating interagency title transfers title changes and other certifications matters.
Prepare and submit the outcomes of hiring pools into the PRISE system and NYC Department of Citywide Administrative Services (DCAS).
Work closely with division liaisons within the agency to ensure that vacancies have the required OMB approval to conduct a Civil Service hiring pool.
Perform detailed analyses to identify the number of candidates required to fill approved vacancies supporting strategic hiring decisions.
Manage and respond promptly and accurately to all correspondence directed to the unit ensuring effective communication.
Coordinate with DCAS in the preparation of civil service exams facilitating smooth and compliant exam processes.
Access and analyze employee data within NYCAPS PRISE and PMS systems to support various HR functions.
Provide prompt and professional assistance to other City agencies via email telephone and inperson meetings ensuring clear and constructive communication.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
