Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the countrys most vulnerable communities especially in rural areas.

Ukraine joined FAO in 2003 and since 2015 the Organization has been operating in two strategic directions: emergency humanitarian response in conflictaffected oblasts and agricultural development across the whole country. Following the outbreak of the war in Ukraine in February 2022 FAO has scaled up its activities in the country to support agricultural production and food systems with the aim of protecting the food security of vulnerable households and communities across Ukraine.

This role is based in office at Kharkiv.

Reporting Lines

Under the overall supervision of the Designated Responsible Officer (DRO)/Head of Ukraine the direct supervision of the Programme Coordinator for Mine Action and in close coordination with the Mine Action and Land Rehabilitation team of FAO.


Technical Focus

The Facilitator will be responsible for ensuring accurate beneficiary data collection verification and distribution coordination in both Mykolaiv and Kharkiv regions. The incumbent will work closely with local authorities service providers community leaders and FAO teams and will perform the following tasks:


Tasks and responsibilities

Data collection and beneficiary verification

o In coordination with the cash and voucher team and with the MEAL unit participate in the preparation of KOBO Registration Form for the FAO beneficiaries data collection.
o Identify local authorities focal points in hromadas where settlements are prioritized for the FAO project implementation in Kharkiv oblast
o Train local authorities focal points in cooperation with the MEAL team provide training on how to use KOBO for beneficiary registration.
o Conduct jointly with the hromadas household identification with the local authorities across Kharkiv oblast in prioritized settlements based on the criteria established by the Mine Action Programme.
o Oversee and support local authorities focal points in the field to ensure accurate and timely beneficiary registration.
o With the MEAL team verify and maintain accurate beneficiary records in Kobo for Kharkiv and Mykolaiv oblasts ensuring all data is complete consistent and properly documented for cash and voucher transfers.

Stakeholder engagement
o In Kharkiv organize and participate in prioritized settlements priority meetings to inform beneficiaries about selection criteria entitlements distribution schedules and collection points.

Coordination and distribution management
o Oversee distribution events in Kharkiv region ensuring fairness transparency and compliance with FAO protocols.

Monitoring and Reporting
o Conduct postdistribution monitoring in selected households to assess the effectiveness of assistance.
o Document and promptly report any irregularities challenges or discrepancies encountered during the distribution or data verification process.
o Provide concise routine updates to supervisors and other relevant FAO staff highlighting areas needing additional support or resources.

Accountability

o Diffuse in priority hromadas FAOs Accountability to Affected Population (AAP) principles ensuring beneficiaries understand their rights and the mechanisms for submitting feedback or complaints.
o Implement Protection from Sexual Exploitation and Abuse (PSEA) standards and Feedback and Complaint Response Mechanisms (FCRM) in each prioritized hromada
o Immediately report any ethical concerns or policy violations to the appropriate FAO focal point.

Carry out additional related tasks as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

University degree in Social Sciences Law Economics Statistics or any other relevant field to the organizations work.
At least 1 year of relevant experience in partnerships and facilitating and training activities in the area.
Working knowledge of Russian and limited knowledge of English (level B)
National of Ukraine.

Excellent interpersonal and communication skills experience working with diverse and multicultural groups.
Knowledge of the international peace and/or human rights sector will be an asset.
Prior experience with UN agencies or other similar international organizations is desirable.
