Permanent FullTime 35 hours per week evening hours and weekends may be required. (See Working Conditions for more detail)

Starting salary range: $90434 $96820. **This represents the first three steps of a sevenstep salary band. Candidate experience to be considered when deciding starting salary.

Location: This role will initially be based at our Newmarket office located at 1101 Nicholson Road Unit 5 Newmarket ON L3Y 9C3. Once the Centre becomes operational the role will transition to 17255 Yonge St. Newmarket ON L3Y 5L8. Travel within York Region and South Simcoe may be required. There is currently some flexibility to work remotely for 2 to 3 days per week.

PURPOSE OF THE POSITION:

The Manager is responsible for assisting in the operational planning and readiness work required ahead of the York Region Mental Health Community Care Centre (the Centre) opening. The York Region Mental Health Community Care Centre Project is leading the development of a 24/7 resource for people experiencing a mental health or addiction crisis. Promoting wellness and inspiring hope and resilience CMHA and its partners will support recovery at the Centre with the highest levels of compassion and specialist care. The first of its kind in the region this facility will offer care to children adults and their families aged 12 and older who are facing a mental health or addiction crisis and need immediate support. With a range of health care professionals from nurses psychiatrists social workers peer support specialists and others this innovative facility will provide muchneeded access to care. The Centre will offer 24/7 access to treatment including 20 shortstay beds (for ages 16. CMHA is the Lead Agency for the Centre Project collaborating with health and social services providers including Ministry of Health The Region of York York Region Paramedic Services York Regional Police and the three York Region Hospitals Southlake Health Centre Mackenzie Health and Oak Valley Health along with other local community mental health and addictions agencies.

Once open the Manager will oversee the daily operations continued program planning and evaluation and service delivery of the Centre. This role is key in managing interdisciplinary teams working with partners to coordinate services and developing innovative strategies to support individuals experiencing mental health and addiction crises. The ideal candidate will have strong experience in program planning operational management and a deep understanding of mental health and addiction issues in the community. The Manager is responsible for ensuring that service delivery staff act in accordance with provincial legislation which includes Mental Health Act the Health Care Consent Act PHIPA Substitute Decisions Act and other relevant provincial statues and common law.

DIRECT REPORTS:

In preparation for the Centre opening the Manager will be responsible for overseeing more than 25 staff from multiple disciplines. From time to time supervision will be provided to volunteers or students as required.

DUTIES:

Program Planning & Development:

  • Lead the development implementation and evaluation of crisis intervention programs and services within the Centre.
  • Collaborate with key stakeholders including people with lived experience and/or their caregivers mental health and addictions professionals healthcare and social service providers and community organizations to ensure the Centre addresses community needs.
  • Monitor and analyze program outcomes to ensure the effectiveness of services and make recommendations for improvement.
  • Develop and implement new processes to enhance the quality of care for individuals facing mental health and addiction challenges.

Operational Management:

  • Oversee the daytoday operations of the Centre once open ensuring efficient and highquality service delivery.
  • Manage staffing scheduling and resource allocation to ensure the Centre operates smoothly 24/7 including emergency response systems and client care coordination.
  • Develop and maintain policies procedures and protocols for the Centres services.
  • Ensure compliance with all relevant regulations standards and accreditation requirements.

Team Leadership & Supervision:

  • Supervise train and support staff including mental health professionals addiction specialists and other support staff.
  • Foster a positive and collaborative team culture focused on providing compassionate clientcentered care.
  • Conduct regular performance reviews identify professional development opportunities and address staffing issues as they arise.

Collaboration & Community Engagement:

  • Build and maintain strong partnerships with community organizations healthcare providers law enforcement and other stakeholders involved in mental health and addiction crisis response.
  • Represent the Centre at community meetings conferences and other forums to advocate for mental health and addiction services.
  • Ensure that clients have access to a range of wraparound services including ongoing mental health care addiction treatment and social support programs.

Budgeting & Resource Management:

  • Develop and manage program budgets ensuring costeffective service delivery and resource utilization.
  • Seek funding opportunities and assist with grant writing to secure financial support for program initiatives.

Crisis Intervention & Client Care:

  • Ensure staff have the tools and skills required to provide direct crisis intervention and support when needed including coordinating immediate response to clients in distress.
  • Ensure the provision of traumainformed culturally sensitive care for individuals experiencing mental health and addiction crises.

Policies Procedures and Legislations:

  • Adheres to the organizations Vision Mission and Values and its goals as outlined in its strategic plan.
  • Adheres to all organizational policies and procedures.
  • Proficient knowledge of legislation and regulatory environment applicable to the healthcare sector including the Excellent Care for All Act Quality of Care Information Protection Act and Privacy Act Mental Health Act PHIPA Occupational Health and Safety Act and Ontario Human Rights Code.

Professionalism:

  • Regularly updates professional knowledge through educational events workshops and professionrelated reading and training.
  • Represented CMHA York Region and South Simcoe positively and professionally with internal and external stakeholders.

KNOWLEDGE SKILLS AND ABILITIES:

Education:

  • Bachelors or Masters degree in healthcare administration Occupational Therapy Social Work Psychology Nursing or a related field.
  • Regulated health professional with registration in good standing with the appropriate college preferred.

Experience:

  • Minimum of 5 years of experience in mental health and addictions preferably in a crisis response setting with at least 2 years in a leadership or managerial role.
  • Experience in program planning development and evaluation required either in new or existing programming.
  • Experience with budgeting resource management and ensuring compliance with relevant regulations.

Knowledge:

  • Familiarity with mental health and addiction crisis response models traumainformed care and harm reduction approaches.
  • Indepth knowledge of mental health and addiction issues crisis intervention techniques and community resources.
  • Knowledge of program planning and evaluation principles.
  • Knowledge of the health care agenda in Ontario.
  • Knowledge of the issues concepts and practices related to continuous quality improvement patient and staff safety and risk management.

  • Ability to treat sensitive information in a confidential manner.

Additional Requirements:

  • A valid Canadian drivers license a minimum $thirdparty liability insurance.

WORKING CONDITIONS

  • Works extensively at a desk using a computer and telephone up to 7 hours a day.
  • The position works primarily weekday days and may require occasional evening and weekend shifts depending on operational needs.
  • The position will require scheduled oncall shifts.
  • Some travel may be required for community outreach and partnership development.

This position reports to the Director of Operational Excellence. This position may require you to support other teams if necessary.
