IMPORTANT: This is a noncivil service limitedterm position.
All positions within the Office of the Mayor are appointed.
The CDBGDisaster Recovery Program Specialist II is assigned to theSR22 salary range. Appointments may be made at any rate within the salary range from $5258 SR22D to $7485 SR22M per month at which appropriate qualified applicants can be recruited. Please attach your resume to your application.

Develops and implements plans policies and procedures for monitoring and evaluating compliance with the requirements of federal laws rules and regulations as they relate to the Countys Community Development Block Grant (CDBG) program; participates in the coordination and implementation of the CDBG and other federal programs activities as assigned; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from the CDBG Program Specialist I in that the CDBG Program Specialist II performs as a staff specialist in performing difficult and complex work in the development and implementation of plans policies and procedures to comply with pertinent Federal regulations guidelines and participatory requirements relative to the CDBG program and in coordinating and implementing CDBG and other federal programs activities and may supervise the work of other staff; whereas the CDBG Program Specialist I performs moderately difficult work in assisting in the development and implementation of plans policies and procedures and program activities relative to the CDBG program.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Develops and implements plans policies and procedures for monitoring and evaluating compliance with pertinent federal regulations policies guidelines and participatory requirements relative to the CDBG and other federal programs;
  • Develops and implements internal control procedures and establishes and maintains the integrity and accuracy of the financial recordkeeping system for program activities/projects;
  • Responsible for the processing and recording of program administration and projects financial activity processed through the federal online information and disbursement system;
  • Maintains appropriate supporting documentation and records to support and validate transactions processed through the financial recordkeeping system;
  • Reviews and substantiates all program financial transactions for propriety and recommends approval for processing to CDBG Program Manager;
  • May supervise lower level specialists;
  • Prepares materials and information for and conducts public information meetings workshops etc. to inform public and private agencies of programs purpose regulatory requirements the availability of federal monies and the procedures and requirements of the application process for accessing such monies;
  • Develops implements and enforces procedures requirements and standards for soliciting screening evaluating and recommending project proposals for funding;
  • Computes and compiles rating scores of eligible project proposals and coordinates the preparation of the annual projects funding recommendation for Mayor and Council review and approval as directed by the CDBG Program Manager;
  • Develops and prepares grant applications for CDBG and/or other federal program funds;
  • Reviews bid specifications for compliance to appropriate county state and federal procurement procedures and requirements;
  • Reviews contracts change orders and payment requests to ensure completeness accuracy eligibility of costs and compliance with program rules regulations and procedural requirements;
  • Conducts and/or supervises the environmental review requirements (ERR) including environmental assessments for compliance to federal regulations;
  • Provides technical assistance to grant recipients relative to the ERR and enforces compliance to such;
  • Participates in developing community development goals and objectives relative to the CDBG program;
  • Participates in developing system(s) for maintaining quality control over funded project progress towards meeting the Countys goals and prepares periodic reports and summaries;
  • Provides policy and regulatory interpretations and technical assistance upon request to public and private agencies and the general public;
  • Monitors contracts for compliance with program rules and regulations federal overlay statutes and project progress;
  • Prepares periodic financial budgetary and other statistical reports as well as monthly quarterly and annual reports for submission to the federal government County Council and county administration;
  • Keeps abreast of changes to existing or new federal state or county rules and regulations pertinent to CDBG program requirements;
  • Identifies areas of program risk and exposure and develops recommendations for corrections to CDBG Program Manager for consideration and approval.

Minimum Qualification Requirements

Training and Experience: A combination of training and experience substantially equivalent to graduation from an accredited college or university with a bachelors degree in business or public administration urban planning economics sociology or a related field and three years of responsible professional administrative or analytical experience which included applying for monitoring evaluating and/or administering federal grants.

License Requirement: Possession of a motor vehicle operators license valid in the State of Hawaii (equivalent to Hawaii Type 3.

Knowledge of: Federal State and County laws rules regulations policies and procedures applicable to the Countys Community Development Block Grant program and related federal programs; fundamentals of community planning and /or property development; trends in Federal State and local planning as they affect community planning; research methods and statistical procedures; statutory regulatory and participatory requirements associated with Federal grants; sources of information relating to Federal grants; report writing; public relations.

Ability to: read comprehend interpret and apply complex rules regulations policies and procedures; develop and implement operational policies and procedures; organize plan coordinate implement and monitor projects; make effective decisions and recommendations; establish and maintain effective working relationships with others; plan assign coordinate and review the work of others; present ideas clearly concisely and effectively orally and in writing.
