Primary Purpose of the Organizational Unit
The mission of North Carolina Emergency Management is to enhance North Carolinas resiliency through active collaboration communication and coordination of protection prevention mitigation response and recovery measures. The primary mission of the Administration Section is to provide effective and efficient support functions for the Division. These functions include Accounts Payable Budget Human Resources Information Technology Preparedness Grants Management Compliance and the Responder Assistance Initiative. All budgets must be monitored to ensure compliance with the funding authority. For budgets based on receipts monitoring is essential to ensure that expenditures do not outpace receipts. Budgeting for Federal grants requires constant monitoring to ensure that they are not reverted and that matching requirements are identified and met based on the type of grant and applicable requirements. The various federal funding sources (FEMA/Homeland Security DOT and others) often cover multiple award years with expenditures budgeted and expended simultaneously. It is critical that these funds are adequately budgeted and monitored to ensure maximization of resources and ensure stable operations.
Primary Purpose of the PositionThe Budget Business Officer will provide dedicated internal budget management services and expertise to the Hazard Mitigation section of the Division of Emergency Management particularly with tracking reporting and research. This position works under the supervision of the NCEM Senior Budget Analyst. All budgets must be monitored to ensure compliance with the funding authority. For budgets based on receipts monitoring is essential to ensure that expenditures do not outpace receipts. The selected candidate will be responsible for monitoring maintaining and providing budgeting and financial expertise for assigned budgets. This includes the interpretation of budget procedures and policies while working with program managers to detect any discrepancies or noncompliance and if present report to budget management.
The Budget Business Officer works with the Director of Emergency Management Program Managers in all sections of the Division and the Administrative Division of the Department of Public Safety (Controllers Office Budget Human Resources). The position is responsible for providing research and analysis of spending trends; analyzing changes to legislative budget and fiscal policies; and communicating pertinent information to senior leadership and program managers as appropriate.
