This position is open to current Colorado residents only.





Located within the Colorado Department of Human Services the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight for the public behavioral health system. OCFMH funds supports and monitors numerous mental health and substance abuse community programs and providers. OCFMH also operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. OCFMH executes the States federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.

The Forensic Services Division is responsible for six departments including Forensic Community Based Services (FCBS) Jail Based Evaluation and Restoration (JBR) Outpatient Restoration (OPR) the Forensic Support Team (FST) the Court Services Department and the Operations Department.

The Jail Based Restoration Program (JBRP) exists to serve as the only program to provide jail based competency restoration services for individuals found incompetent to proceed by the courts and ordered to undergo restoration treatment for the State of Colorado. The program additionally provides treatment to those individuals ordered by the courts to undergo an initial evaluation of competency and mental condition/sanity evaluations. The Jail Based Restoration Program serves as the State expert on restoration and competency in a jail based setting and collaborates with numerous other entities and governmental agencies to ensure best practices in admissions across the State best practices in competency restoration treatment and continuity of care and follow up care for individuals discharging from the program. In addition the JailBased Restoration department provides oversight to contracted private hospital programs. The team coordinates admissions for inpatient competency mental condition and sanity evaluations as appropriate to occur at one of the settings the team oversees.

Individuals in the program will be transferred to one of the departments designated treatment locations from other county jails in the State of Colorado as well as from the Colorado Mental Health Institute in Pueblo (CMHHIP) the Colorado Mental Health Institute in Ft. Logan (CMHHIFL) and other private hospital locations. Individuals requiring restoration to competency services assessed to need psychiatric hospitalization will be transferred to CMHHIP CMHHIFL or hospitalpurchased beds.
Our teams work within various settings including community agencies jails courts and hospitals. The locations can include locked units and secure facilities and our clients may at times be unpredictable due to their mental health needs. Our team is required to make critical decisions in dynamic and fastpaced environments in order to ensure a high level of accountability for patient care. Our staff are required to maintain updated skills knowledge abilities and competencies necessary to the position through continuing education clinical supervision literature review and discipline and team development. This position may be required to travel throughout Colorado to meet the needs of the department.

This position exists to support the program in coordination of all patient movement to include bed offers for admission coordination of admission coordination of discharges and coordination of all patient transfers. In doing so this position is responsible for monitoring patient legal cases in the judicial court system database. Monitoring includes detailed tracking of possible case closures and dismissals as well as any legal status changes or program related requests issued by the Court. This position will serve as the primary liaison with the court regarding case statuses and court order needs as well as the primary liaison with our programs regarding all admissions discharges and case status updates. In addition this position will monitor communicate and coordinate legal clearance needs for individuals discharging from our programs and serve as the primary liaison with the Colorado Mental Health Hospital in Pueblo (CMHHIP) programs courts and jails. Lastly this position will be responsible for data entry associated with all patient and program movement and case statuses and support administrative backup when necessary.


Primary Job Duties:

Admissions Discharges and Transfers:


Legal Liaison and Coordination:

  • Responsible for monitoring a high volume of court hearings for individuals across our programs. This includes tracking hearing dates accessing the court database to review court minutes obtaining or clarifying court orders and writs communicating disposition changes seeking legal clearance for relevant discharges and assisting in the facilitation of legal documentation as appropriate
  • Assists with the tracking and submission of reviewed and approved treatment summaries and dissemination of court orders to programs
  • Reviews cases (prior to making bed offers and coordinating admissions) in the court database to confirm admission is warranted and liaison with programs and courts if it is unclear
  • Assists with obtaining clarifying tracking and disseminating information related to protection orders and identified protected persons

Data Monitoring and Reporting:
  • Responsible for data tracking specific to a variety of variables associated with patient movement program outcomes and legal status and dispositions
  • Works heavily in Excel and Google Sheets to track a high volume of data which will require this position to easily transfer data enter data and pull data trends and reports as requested by leadership
  • Tracks a high volume of data amongst other key tasks which this person may serve as a backup to as needed
  • Serves as the contract monitor for program performance using program and individual client data site visits and audits to assess contractor performance
  • Promotes operational and administrative compliance with appropriate CDHS policies and procedures
  • Serves as the liaison between the contractors CDHS court services department CMHHIP CMHHIFL CDHS outpatient restoration department and the Director of Jail
  • Participates in oncall responsibilities during weekends and evenings for situations that require an immediate response
  • Assists with data collection tracking analyzing and interpreting
  • Assists with reporting to OCFMH and CDHS management about the programs performance and compliance with policies and procedures

Other Duties As Assigned:

This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by OCFMH but not specifically referenced in the above duties
