The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. We are one of the largest departments in Maryland with nearly 12000 employees and a budget of more than $1 billion. In order to fulfill our mission of promoting safety we have increased security at our institutions while leading the way in innovative restorative justice projects that will help offenders reintegrate into society upon release.

This is an advanced leveladministrative support position performing specialized administrative tasksinvolving scheduling and docketing the full range of disciplinary appealhearings for DPSCS before the Correctional Officer Bill of Rights (COBR)Hearing Board and Law Enforcement Officers Bill of Rights (LEOBR). Thisposition regularly reviews disciplinary appeals and schedules cases in four 4)Hearing Board locations (Baltimore Jessup ECI Hagerstown) throughout thestate of Maryland routinely verifies the COBR/LEOBR Board eligibility throughthe random selection and discipline verification process and creates anddistributes hearing notices in a timely manner. Receives reviews and processesall COBR/LEOBR hearing case correspondence and telephonic communications. Thisposition is responsible for the issuance and endorsement of subpoenas uponapproval of the COBR/LEOBR Board Chair. This position also serves as thePostponement Clerk and is responsible for fully managing postponement requestsand processing them upon approval of the COBR/LEOBR Board Chair or theagreement of the representatives in the case. This position consistentlymaintains and updates official COBR/LEOBR case file documentation indexes andforms; the electronic calendar; the scheduling databases; the board selection databaseand electronic correspondence for accurate and current case status review. Thisposition closes each official case file in accordance with the guidelines setforth for each disposition. This positions indexes all closed case files inaccordance to established organizational practices. This position prepares theCertificate of Record for Circuit Court appeals. This position schedulestraining classes for COBR hearing board members supervisory correctionalofficers within each facility appointing authorities for each facility as wellas IID investigators. This positions prepares monthly reports of current caselog to include amount of hearings held postponements settlementsadministrative closures continuances motions notices distributed penaltyincreases subpoenas distributed board members vetted and new cases position requires use of independent judgement and works under generalsupervision. This position serves as primary contact between representativesfor the charged employee the facilities the witnesses the charged employeeand the departments management advocate. Reviews current Maryland law tomaintain adherence to COBR/LEOBR practices.

Education: Graduation from an accredited high school orpossession of a high school equivalency certificate.
Experience: Four years performing secretarial work or clericalwork involving typing duties.
Notes:
1. Additional secretarial or clerical experience may besubstituted on a yearforyear basis for the required education.
2. Thirty credit hours with a major in secretarial science oroffice technology from an accredited college may be substituted at the rate ofthirty credits for one year of experience for up to two years of the requiredexperience.
3.Candidates maysubstitute U.S. Armed Forces military service experience as a noncommissionedofficer in Administration classifications or Administrative Clerical orOffice Services specialty codes in the Administrative Support field of work ona yearforyear basis for the required experience.
Preference will be given toapplicantswho possess the following preferredqualification(s).Include clear and specific information on yourapplication regardingyour qualifications.
1. Experience utilizing a randomizer performing data entry andsorting data or manipulating spreadsheets or setting up mailmerge or preparing reports or generating correspondencescheduling and Smartsheets.
2. Experience with professional work in a law enforcementagency.
3. Experience with law clerk duties and responsibilities.
Demonstrated ability toaccurately type ona keyboard on a personal computer at a minimum of fortywords per minute may be required depending on the specific requirements of theposition.
