Under direction of Business Admin 3 coordinates monitors & performs processes to keep complex budget accounts (e.g.. 3697 form (federal funding adjustments forms Medicaid payment records etc. utilizing computerized Excel spreadsheets. Extracts thru Excel information necessary to complete reports & submits with forms to various agencies to obtain funds on behalf of clients (e.g. SSI SSA VAetc.; attaches substantiating documents needed to qualify residents for funds (e.g. birth certificates social security number federal income tax forms life insurance policy bank records etc.; ensures each client maintains medical eligibility; completes bedhold days report required by Medicaid based on daily/monthly census; routes form to appropriate WDC personnel (programming medical etc.; tracks forms on Excel spreadsheet to assure timeliness of submission; takes appropriate action if not received by ODJFS (e.g. makes calls if not received in 14 days etc ; Tracks admissions discharges transfers deaths etc on Excel & notifies county & central office thru Outlook. Tracks thru Excel spreadsheet the completion of the Medicaid cost reports from professional & support staff & forward to Central Office as required. Provides proper tracking routing & accuracy of forms needed for Medicaid reimbursement such as TAD 9400 & takes appropriate steps to correct. Does Medicaid and Medicare Billings. Receives Remittance Advice Letter from ODJFS (actual Medicaid and Medicare payment for care of clients); verifies information to ensure payment for clients in appropriate residential living area; calculates total patient liability from total charge & ensures correctness of claim total; balances adjustments in payments with 9400s; opens & closes client habilitation fund account; responsible for follow up with bank ensure interest is posted monthly. Ensures all paperwork processed complies with office state or federal guidelines; analyzes expenditures & financial reports
Prepares & analyzes various statistical & cost/accounting reports for center; prepares required fiscal & budgetary reports; under direction of Business Admin 3 prepares & analyzes accounting records & reports; Recommends techniques procedures & processes for assuring accuracy in reporting posting and preparing accounting data; reviews/reports personnel service expenditures for center & monitors overtime utilization for production of overtime reports; assists Business Admin 3with preparation & analysis of statistical data for all aspects of equipment maintenance and supplies (e.g. gathers & reviews data for accuracy & maintains reports. Designs generates & maintains electronic spreadsheets by using Excel Access & other related software. Consults with report users on new & amended reporting systems requirements
Maintains a yearly Medicaid Payment Record; track reports for asset management; maintains inventory control for all equipment; prepare reconciliations (petty cash resident funds and I&E account); Performs lead functions for Centers account clerks (e.g. training reviewing and approving vouchers & purchase orders). Trains new account clerks on Business Office processes; provides guidance on workrelated matters.
Attends meetings when appropriate; communicate with other agencies regarding funding (ODHS County State Social Security & Veterans Administration) either in writing or through Outlook; acts as liaison of center regarding clients & their benefits & interacts with the families & courts when necessary.

30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or completion of undergraduate core program in business administration accounting finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Or 12 mos. exp. as Financial Associate 66561.
Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Hourly wage will be paid at step 1 unless otherwise specified bycollective bargaining agreement or rules outlined in the ORC/OAC
