City of Greeley: Work Live and Play in Greeley: Summary:
Direct affordable housing planning and development strategic housing program design and implementation and affordable housing financial investments (project/program implementation and compliance); and represent the City in negotiations related to these activities.
Experience Knowledge Skills:

- Equivalent to a bachelors degree from an accredited college or university with major coursework in finance planning public administration affordable housing development (including knowledge of LIHTC HUD CDBG & HOME funds and State of Colorado funds) or a related field.
- Four 4 to Five 5 years of professional level experience in housing and community development planning and/or project management including supervisory experience or demonstrated skills/training in supervision.
- Funding and Finance Certification from Neighborworks and/or Rental Housing Development Certification from Grow America or ability to become certified within 6 months.
- Two 2 Four 4 years experience working with Microsoft Word Excel Access PowerPoint or other equivalent software packages.
- A masters degree in a related area may substitute for professional experience.
OR
- Any combination of related education experience certifications and licenses will result in a candidate successfully performing the essential functions of the job.
Preferred
- Professional certification from the American Institute of Certified Planners (AICP) preferred.
- Real Estate or Mortgage professional licensure for minimum of four years preferred.
- Experience in housing development for minimum of four years highly preferred.
Experience Knowledge Skills:

- General computer principles and applications; computer operations including spreadsheet database and project management software applications.
- Principles of organization administration budget and personnel management.
Ability to:
- Plan assign and coordinate the work of professional technical and clerical personnel.
- Deal with newly emerging information and attitudes in environmental and economic impact of urban planning as it relates to housing.
- Interpret housing strategy planning and zoning codes and programs to the general public and to developers and how it impacts their projects.
- Communicate effectively orally and in writing.
- Identify coordinate and resolve a wide variety of interests in the development of affordable housing.
- Set up and perform basic spreadsheet and database functions on a personal computer.
- Establish and maintain effective relationships with City officials other governmental agencies citizens and the public.

Essential Functions:
- Develop and implement the Housing Solutions Departments strategic program goals objectives policies and priorities to achieve both the Citys and affordable housing developer partners long and shortterm housing investment goals.
- Represent the City in housing development land acquisition and inclusionary housing matters; participate in numerous public meetings.
- Attend and prepare agenda items (as requested by the Housing Director) for the City Council Greeley Housing for All Advisory Board and other committees commissions and boards involved in housing development and general housing planning activities.
- Work with Community Development Department staff on land development code updates/changes that impact affordable housing development as well as other City departments and civic groups on housing trends analysis planning and related matters as they apply to affordable housing goal achievement.
- Administer the housing components of the Consolidated Plan for the Citys CDBG & HOME funding and the Citys Comprehensive Plan.
- Direct and supervise staff in the administration of
- Strategic affordable housing programs providing financial assistance and incentives to support the development/redevelopment of affordable housing
- Land and/or property acquisition new construction and all elements of new affordable housing development projects
- Redevelopment and/or the resyndication of existing affordable housing projects as well as renovating and converting or maintaining projects as affordable housing
- Financing of affordable housing projects including selecting projects through multiple competitive funding cycles and working with the advisory boards to analyze and determine financing options
- Determining level of financial and/or development incentives to new affordable housing projects.
- Direct and supervise staff in affordable housing program planning integrating the Housing for All priority into City and regional documents and plans
- Research affordable housing planning problems and prepare a variety of comprehensive reports analysis and solutionoriented options for implementation.
- Assist in the preparation and administration of the department budget.
- Resolve difficult code interpretation questions and provide directions to staff in implementation.
- Supervise train and evaluate assigned staff.
- Provide and ensure consistently professional and responsive customer service.

- Work requires onsite travel for departmental continuous improvement efforts legislative issues and Council concerns frequent nontraditional work schedule including evenings and weekends.
