Job Description

The Senior Clinical Administrative Director II in partnership with the Chair of the Department of Family Medicine will oversee clinical administrative financial and research operations for the department of Family Medicine at Keck School of Medicine (KSOM).

The Department of Family Medicines vision is to be leaders in health for all. With 200 faculty staff and residents an annual budget of $38 million and educational research clinical and service missions the ideal candidate would have background in finance and management of all mission areas strong interpersonal skills and a commitment to building a learning culture that embraces engagement and flexibility as strategies to grow the departments mission areas. The Department includes a Physician Assistant School a medical student Primary Care Initiative a Family Medicine Residency program 3 distinct clinical practices that include Student Health Street Medicine and the Keck Family Medicine Practice a growing research division and dedicated administrative team.

Position Overview: We are seeking a highly experienced and dynamic Senior Clinical Administrative Director II (SCAD) to lead the oversight development and of the clinical departments business strategy and financial oversight of the clinical research education and service missions. This individual will collaborate closely across the Department of Family Medicine with division leaders as well as with the health system Keck Medicine of USC and the Keck School of Medicine (KSOM) to align the departments goals with the institutions strategic plans. The SCAD will oversee budget development and monitoring clinical operations revenue generation financial management staffing faculty relationships research activities and policy development ensuring seamless coordination with key stakeholders across the university and hospital system.

Key Responsibilities:

Strategic Planning and Operations:

  • In collaboration with the Chair and division leaders lead the development and of the clinical departments business strategy and market positioning in alignment with the strategic plans of Keck Medical Center and KSOM.

  • Analyze business development proposals create realistic strategies develop proformas business plans and implement new processes to enhance clinical operations optimize revenue generation and drive cost savings.

  • Develop and implement new programs to improve clinical performance ensuring alignment with departmental goals.

  • Review and approve all department proposals.

  • Maintain the departments business continuity plans and ensure emergency response systems are tested and improved.

Financial Management:

  • Develop and submit the annual department budget and represent the department in budget hearings.

  • Oversee the departments finances including funding sources from the deans allocations contracts & grants (research service etc) clinical income clinical contracts donations and hospital/health system funding.

  • Establish monitor and communicate departmental financial goals and outcomes including annual budget development revenue growth projections and expense management.

  • Manage the flow of funds ensuring effective allocation of resources and adherence to internal controls.

  • Monitor financial trends provide forecasts and make key decisions on budgetary and resource allocation.

  • Advise faculty and staff on budget preparation and maintain a strong system for tracking and communicating departmental financial status.

Clinical Operations and Faculty Management:

  • Participate in planning monitoring and evaluation of clinical activities ensuring efficient use of resources such as clinical space equipment and human resources in collaboration with USC Care and the Hospital.

  • Monitor and assess faculty schedules to ensure alignment with clinical FTE and national or health system benchmarks such as Vizient and AAMC.

  • Develop strategies to enhance physician relationships increase volume and prioritize physician recruitment in line with the strategic plan.

  • Partner with clinical leadership in efforts for physician recruitment retention and the development of referral relationships with external facilities.

  • Work with Department Chair and clinical division to focus on Joy in Medicine and support continual process improvement program for faculty and staff wellbeing.

Compliance and Stewardship:

  • Ensure compliance with contracts with outside entities such as City of Los Angeles and others.

  • Ensure all departmental performance requirements (e.g. resident supervision medical record completion) are met.

  • Maintain compliance with all regulatory policies and procedures including HR finance safety legal and clinical standards.

  • Fulfill data requests from the School University and Health System including but not limited to employee lists user audits CLEARS reports and individual compliance with mandatory requirements.

Research and Grant Management:

  • Oversee the departments research activities including grant proposal submissions budgeting and compliance with research policies.

  • Ensure accurate tracking of research funding including costsharing commitments and spending forecasts.

  • Collaborate with Principal Investigators (PIs) and the Clinical Trials Office to manage industrysponsored research projects.

Faculty and Staff Oversight:

  • Lead the recruitment staffing and performance management processes including overseeing the performance appraisal process and making recommendations on hiring and salary actions.

  • Oversee departmental educational programs in collaboration with residency or educational directors.

  • Ensure compliance with university policies and promote an effective working environment for staff and faculty.

  • Supervise the central administrative team and clinical division administrators.

Legal and Contract Management:

  • Negotiate contracts and agreements and review legal documents in coordination with legal counsel.

  • Represent the Chair in legal matters and ensure all contractual obligations are met.

Communication and Networking:

  • Develop and maintain effective communication strategies within the department to ensure timely and clear exchanges of information.

  • Build strong relationships with hospital administration faculty and external stakeholders.

  • Attend conferences seminars and meetings to stay current with industry trends and maintain a network of professional contacts.

Security and Compliance:

  • Ensure the implementation of departmental security protocols including office procedures and awareness of crime prevention programs.

  • Collaborate with Public Safety to maintain a secure work environment.

  • Regulatory Knowledge: Deep understanding of compliance requirements contractual obligations research regulations and institutional policies.

  • Communication Skills: Strong ability to communicate complex information clearly and effectively to diverse stakeholders. Ability to break down complexity and teach others to interpret data to drive decisions that align with department goals.

  • ProblemSolving & DecisionMaking: Capacity to analyze complex situations identify challenges and develop actionable solutions.

  • Stakeholder Engagement: Ability to build and maintain relationships with key stakeholders including faculty staff external partners and legal teams.

  • Contract Negotiation & Management: Experience with contract negotiation legal reviews and ensuring contractual compliance.

Qualifications:

  • Masters degree or higher in healthcare administration business or a related field.

  • Minimum of 8 years of experience in clinical operations or a related role including significant leadership and financial management responsibilities.

  • Demonstrated experience in strategic planning budgeting and financial oversight within a clinical or academic healthcare environment.

  • Strong knowledge of healthcare regulations compliance and internal controls.

  • Exceptional communication negotiation and problemsolving skills.

The annual base salary range for this position is $186048.04 $232689.82. Minimum Education: Masters degree Combined experience/education as substitute for minimum education

Minimum Experience: 7 years

Minimum Field of Expertise: Degree in Business Administration Accounting or related field. Management experience in a large multifaceted clinical department/division for a school corporate or hospital environment. Thorough knowledge of management principles budgeting finance accounting marketing and applicable laws/regulations.
