Job Description

Description

This position is responsible for the administration of the Community Development Block Grant Program.

Major Duties


  • Prepares and/or coordinates the preparation of the 5Year Consolidated Plan the Annual Action Plan the Consolidated Annual Performance and Evaluation Report and the Analysis of Impediments to Fair Housing Choice Report.

  • Manages and coordinates the activities of the Community Development Advisory Committee in the citys competitive funding process.

  • Manages subrecipient applications and processes with the Zoom Grants Software System.
  • Manages HUDs Integrated Disbursement and Information System (IDIS); sets up activities funds activities provides accurate and timely beneficiary and performance dates and makes drawdown funding requests from HUD in the completion of CDBG projects.
  • Prepares CDBG staff reports agreements budgets and budget amendments with nonprofit organizations for City Commission approval.

  • Manages and monitors CDBG allocations and expenditures; evaluates the economic feasibility of projects.

  • Ensures compliance with applicable laws and regulations.

  • Prepares Environmental Reviews in compliance with all federal and state requirements; publishes legal notices and submits Requests for Release of Funds to HUD to initiate projects.
  • Prepares the semiannual Labor Standards Enforcement Report the Section 3 Report Quarterly Transaction Reports and the SemiAnnual Contractor and Subcontractor Activity reports.
  • Ensures compliance with DavisBacon requirements by monitoring contractor compliance with regulations related to the proper payment of workers; conducts field interviews with laborers; documents files and reports.

  • Holds preconstruction conferences as needed.
  • Monitors the performance of subrecipients and makes recommendations for improved delivery of services.
  • Provides technical and administrative assistance to subrecipients and city personnel regarding CDBG programs and eligibility requirements.
  • Serves as external spokesperson for the city in matters pertaining to CDBG program policies plans and objectives; attends City Commission meetings as directed; meets with the public as needed.
  • Attends professional meetings conferences and webinars to identify regulation changes and trends affecting funding and administrative practices.

  • Serves as the Title VI coordinator for the City of Dothan.
  • Performs related duties.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED BY THE POSITION
  • Knowledge of public finance and grant application and administration principles and practices.
  • Knowledge of HUD grant administration and accounting regulations.
  • Knowledge of IDIS and CDBG/HOME rules and regulations.
  • Knowledge of budget preparation and management principles.
  • Knowledge of computers and jobrelated software programs.
  • Skill in preparing reports and correspondence.
  • Skill in reading a variety of legal financial personnel and housing documentation.
  • Skill in problem solving.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS

The Planning and Development Director assigns work in terms of very general instructions and spotchecks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include the HUD Code of Federal Regulations grant program policies and procedures the Davis Bacon Act and city and department policies and procedures. These guidelines require judgment selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management administrative and technical duties. Strict regulations contribute to the complexity of the position.
  • The purpose of this position is to administer the CDBG program. Successful performance provides programs and services for area residents and ensures compliance with federal grant program regulations.

CONTACTS
  • Contacts are coworkers other city personnel elected and appointed officials representatives of nonprofit agencies HUD officials state officials contractors engineers subrecipients representatives of faithbased organizations housing developers and members of the public.
  • Contacts are typically to exchange information motivate persons negotiate matters justify matters resolve problems and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table.
  • The work is typically performed in an office.
  • The work requires occasional field inspections of ongoing projects DavisBacon interviews site visits to subrecipient programs and other monitoring activities as required.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

Minimum Qualifications

  • Graduation from an accredited* college or university with a bachelors degree in Urban Planning Community Planning Public Administration Business Administration Finance or closely related field; and

  • Five 5 years recent progressively responsible professional experience public or private in the grant administration of nonprofit or community development programs; and

  • Three 3 years of experience in community grant administration initiatives authorized by Federal Housing and Urban Development (HUD) and Title 1 of the Housing and Community Development Act of 1974.

  • Graduation from an accredited* college or university with a masters degree in Urban Planning Community Planning Public Administration Business Administration Finance or closely related field is preferred.

*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01

  • An applicant for this position is subject to various background investigations up to and including a criminal credit past employment and reference checks.

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes preemployment and random tests for the duration of employment in this position. (PBA 8/13/12

  • Must meet the City of Dothans employment physical standard which includes drug/alcohol testing.
