Bellingham Technical College invites applications for one fulltime regular Human Resources and Payroll Specialist. This position reports to the Director of Human Resources. It is anticipated to begin in April 2025.Under general direction independently performs a variety of paraprofessional and technical human resources and payroll duties in one or more functional areas such as employment benefits employee relations classification compensation training and payroll. Apply specialized knowledge and use independent judgement in resolving problems and interpreting and applying human resources and payroll established rules policies regulations or procedures. Process review and ensure the accuracy of human resources and payroll documents and records.
Serve as the backup to the Payroll Office and will prepare and maintain payroll records compile and ensure the accuracy of reports and take corrective action as necessary to correct errors. Interpret and apply a variety of regulations and procedures in the payroll function. Develop methods and procedures and assist in evaluating and implementing policies. Ensure procedural compliance accuracy and that deadlines are met. Coordinate the payroll function with the fiscal office human resources the State Board for Community and Technical Colleges (SBCTC) and with major department heads. Work with departments to resolve payroll related problems.

Interpret explain and apply institutional and other human resources and payroll rules policies regulations or procedures;
Serve as backup to the Payroll Coordinator; assist with payroll functions including processing answering employee questions fixing processing errors distributing checks and reconciling payroll;
Respond to inquiries and provide information about the College and other human resource rules policies regulations or procedures within functional areas such as employment examination requirements benefits eligibility criteria and program offerings classification compensation and/or leave rules and procedures;
Respond to inquiries and resolve problems in areas such as benefits eligibility or calculations leave administration compensation and payroll;
Receive review and ensure the accuracy and completeness of compile and/or maintain human resource and payroll data documents and records such as leave and salary records benefits enrollment or claims forms and employee data forms;
Assist human resource staff in administering a variety of human resource functions such as conducting screening interviews serving on screening committees administering and scoring employment examinations notifying applicants of results employee training and orientation salary surveys benefits enrollment and temporary appointments;
Schedule and arrange meetings employment examinations and interviews; prepare examinations and job advertisements; assist in preparation at job fairs and other outreach activities;
Enter and/or retrieve data from human resource information or other computerized systems; including processing student and temporary employees;
Compile data and prepare reports graphs charts statistics and statistical summaries narrative summaries or graphic representations of data; Prepares correspondence and spreadsheets;
Maintain confidential personnel and office files;
Prepare human resource documents and enter into the CTCLink Peoplesoft System; establish and maintain human resource records: layoff lists leave records classification specifications and position descriptions hiring notices and other documentation;
Prepare and monitor the HR Budget; prepare reports from the budget including cost of advertising by position training costs travel and the like;
As requested provide information concerning college and other human resources rules and benefits;
Update and maintain all employee handbooks and college procedures manuals assigned to the HR Office;
Receive requests for public records from employees or members of the public; provide or verify public information requested;
Prepare new employee orientation and onboarding materials; order supplies as needed;
Assist in developing internal office procedures;
May direct the work of others;
Perform administrative support work as required in support of the Director of Human Resources;
Perform the duties of Human Resources Assistant;
May serve as Payroll Coordinator;
Perform related duties as assigned.
Minimum Qualifications:
Four years of office clerical payroll or accounting/bookkeeping experience including at least two years of increasingly responsible experience in Human Resources payroll or related setting; or equivalent education/experience. Technical proficiency with Microsoft Office products including Word and Excel to create edit and format documents and spreadsheets. Ability to work with various HRIS software systems.

Physical Work Environment
While performing the duties of this position the employee is frequently required to sit stand bend kneel stoop communicate reach and manipulate objects. The position requires mobility including having the ability to move materials on a regular basis such as files books office equipment etc. and travel between buildings on campus. Manual dexterity and coordination are required to operate equipment such as a computer keyboard calculator and standard office equipment.
Salary Benefits and Work Schedule:
Salary is in accordance with the negotiated agreement with BEST starts at Range 9 Step A $4561 per month $26.21 per hour with annual increments thereafter up to $5725 per month $32.90 per hour after five years of BTC experience. Additional increments at year 10 15 and 20.
These position(s) receive 8 hours per month of sick leave start out at 10.67 hours per month of vacation leave 24 hours of personal leave per calendar year and 12 paid state/college holidays per calendar year. The regular work schedule is generally Monday through Friday 8:00 a.m. to 5:00 p.m. but may be scheduled during the 7 a.m. to 6 p.m. workday; may require some overtime hours. The position will be expected to work onsite fulltime with the possibility of hybrid remote work in the future.
