Job Description

Introduction

Main Purpose of Job

This position plans organizes coordinates and directsthe operations of the Land Acquisition and Disposal unit. The activities of theAcquisition and Disposal unit include but are not limited to Statewidepurchases disposals easements right of ways transfers gifts exchangesrelocations and condemnations of real property for all State agencies withthe exception of the State Highway Administration and USM property. The position requires advanced knowledge andinterpretation in title and appraisal review zoning tax and topographyissues surveys contract terms and conditions and Real Property Statutesunder Maryland Law and Maryland State Procurement Regulations. The position combines knowledge and skill tounderstand negotiate and complete complex real estate and project financingtransactions and oversees the implementation of such ventures.

In addition the position must carry out the duties andresponsibilities of managing various real estate and real estaterelatedprojects initiated by the Department on behalf of its client agencies. Theseprojects include strategic plan implementation real estate development andtransaction management.The positionmust alsofocus on Key Performance Indicator data used to measure the units progresstoward achieving its strategic and operational goals allowing for datadrivendecisionmaking and performance improvement.

POSITION DUTIES

Duties for this position include but are not limited to:

Senior Leadership:

  • Supporting the Assistant Secretary in various capacities including attending meetings budget oversight and legislative review.
  • Acting as a designated representative for the Smart Growth SubCabinet and overseeing the Clearinghouse review process.

Legislative Affairs:

  • Reviewing and analyzing existing and proposed legislation affecting real property.
  • Making recommendations to the Assistant Secretary on legislative matters.
  • Preparing fiscal notes and responding to inquiries from state officials.

Review and Approval:

  • Reviewing and approving various real estaterelated documents including Board of Public Works items contracts easements agreements relocation claims RFPs and expense statements.

External Relations:

  • Responding to inquiries from the public businesses and local officials.
  • Representing the Office of Real Estate in meetings with other state agencies local governments and private entities.

Management andSupervision:

  • Supervising a team of professionals and overseeing the daily operations of the unit.
  • Managing various real estate projects including strategic planning site location and transaction management.
  • Utilize Key Performance Indicator data to measure the units progress toward achieving its strategic and operational goals and to seek performance improvement.
  • Prioritizing tasks assigning work and monitoring project timelines.
  • Coordinating with the Attorney Generals Office and overseeing the Maryland Agricultural Land Foundation Program.
  • Conducting staff meetings providing training and developing policies and procedures.
  • Participating in negotiations compiling statistical data and preparing reports.
  • Providing technical assistance to state agencies local governments and the private sector.
  • Managing personnel matters including approving time sheets leave requests and coordinating vacation schedules.
  • Making decisions on promotions disciplinary actions and hiring new employees.

MINIMUM QUALIFICATIONS

Education: Bachelors Degree from an accredited collegeor university.

Experience: Five 5 years of experience managing realestate acquisition and disposal projects for a governmental entity to includeexperience in team management and experience must include at least two 2 years of previoussupervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strongpreference will be given to applicants who possess the following preferredqualification(s). Include clear and specific information on your applicationregardingall qualifications.

  • Past membership in the International Right of Way Association Urban Land Institute or similar organizations.
  • Experience in preparing legal documents (contracts deeds etc.
  • Experience in interpreting title work surveys and appraisals.
  • Strong written and verbal communication skills for dealing with agency representatives property owners brokers title companies surveyors and attorneys.
