WHO WE ARE LOOKING FOR
The Department of Transportation Division of Transportation Engineering TransportationConstruction Section is seeking a Senior Engineer to provide claims analysis support project schedule reviews intensive plan review and constructability guidance for complex and difficult projects frominitialengineering concepts through final design to construction project closeout and final acceptance. To Monitor andassistin monitoring contract performance during construction. Performs contract administration duties by reviewing; contractor estimates for payment contractor delay claims evaluating claims for differing site conditions and other contractor claims for compensation and/or term increases and preparessubsequentchange document for the office of Procurement actions.

This may include but is not limited to Primavera knowledge of Microsoft Office products (Word Excel Outlook PowerPoint Office 365 SharePoint Adobe Creative Suite products (AcrobatPhotoshop Illustrator and InDesign) and online meeting platforms (Zoom Microsoft Teams Webex Adobe Connect etc..
The ideal candidate will have excellent oral and written communication skills. The candidate must be able to meet deadlines and follow through with multiple projects simultaneously andhave the ability towork independently to perform a variety of difficult and complex actions. Thoroughknowledgeofandtheabilitytoapplymodernprinciplesandpracticesofengineeringto which the position is assigned. Knowledgeoftheprinciplespoliciespracticesandregulationsassociatedwithcontractadministrationinordertoprepareprojectrelatedelementsofcontractdocuments(e.g.scopeofworkspecifications)reviewandrateproposalsprovideengineeringexpertiseduringcontractnegotiations andmanagecontractsafteraward.Knowledgeofapplicablecodesstatutesandregulationsrelatedtotheassignedengineeringfield. Knowledgeofcomputerengineeringapplicationsandmodels. Abilitytoleadmentorandguideothertechnicalstaff.AbilitytoworkwithcoworkersandCountyemployeestointerpretrequirementsprovidetechnical guidanceandpersuadeorinfluenceindividualsorgroups.Abilitytopreparewrittenreportscontractdocumentationrecordsofunitactivitiesandcorrespondence. Abilityindependentlytoconductfieldinvestigationsandinspectionsinenvironmentalconditionsthat present moderate discomforts and risks. Ability to attend meetings or perform other assignments at locations outside the office.
Other duties include but are not limited to:
Communicating with developersdesignerscontractors property owners other governmental agencies and thegeneral publicin response to requests for information to explain legal/regulatory requirements or provide technicalassistance.
Review and analysis of Contractor Schedules and Construction Claims.
Review and evaluate new or existing industry standardscodesand practices to develop standards and guides for an area of technical engineering reviewing plans and proposals with the technical area for compliance with such guides and serves as expert or technical resource in the County on matters within the technical area.
Advises the public and othersregardingengineering policies and requirements for construction andassistssuch persons on such matters as regulatory compliance County policies and procedures. Attends and presents at public hearings.
Conferswith developersA&Estaffcontractorsand their representativesregardingissues arisingin the course ofplanning and completing projects and negotiates agreements with such entities to resolve matters committing the Department as authorized.
Reviews plans in preparation ofIFBs the contract award process and other tasks associated with the construction of a project after it has been awarded.

Experience:Considerable (five 5 years) experience inTransportation Engineering Civil Engineering.
Education:Graduation from an accredited college or university with aBachelors Degree in engineering or a related disciplineappropriate tothe assigned position. Registration as a Professional Engineer may substitute for the degree.
Equivalency:An equivalent combination of education and experience may be substituted provided such combination includes at least sixty 60 accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.
License: Possession of a valid Class C (or equivalent)drivers license from the applicants state of residence.
Experience performing constructability reviews andtaking action to resolveissues which impede accomplishment of project schedules.
Experience managing Construction Contractors.
Experience in coordinating with FederalStateand local agencies to deliver transportation design projects.
Experiencein developingconstruction schedules and budgets.
Experience in presenting and responding both orally and in writing to elected officials regulatory review agencies community groups business community members and individuals.
