Job Summary:
Under limited direction works with schools and divisions across the district to ensure that resources are allocated effectively and efficiently; implements and applies personnel policies for all employees of the School District ensuring compliance with applicable federal state and local regulations; assists and directs all human resource functions including but not limited to employee recruitment and selection employee relations benefits administration compensation and classification employee relations and related functions; and serves as a member of the Superintendents Cabinet.
Qualifications:
- Masters Degree or higher from an accredited college or university
- Certificate license or other legal state credential required
- Human Resources experience is preferred
- At least three 3 years successful experience in teaching
- At least five 5 years successful experience in an administrative or supervisory role
- Such alternatives to the above qualifications as district administration may find appropriate and acceptable
Essential Duties:
- Oversees the operation of the Department of Human Resources in such a way as to enhance the morale of school district personnel promotes the overall efficiency of school personnel and maximizes the educational opportunities and benefits available to each individual child
- Ensures implementation of strategic recruitment and staffing plan for all levels and classifications of employees
- Recommends to the Superintendent employee promotions transfers reassignments leaves of absence and terminations
- Oversees employee performance evaluation processes
- Meets with all certified staff regarding contract nonrenewals and/or placement on summative evaluations in accordance with state regulations for contract notification and the Teacher Dismissal Act
- Provides leadership for managers and supervisors in human relations skills conflict resolution sexual harassment issues drug awareness and human diversity issues and other issues pertaining to employee management
- Oversees a system for personnel recordkeeping processing of new employees and preparation of contracts for all personnel
- Serves as the District Superintendents designee for grievances both community and employees
- Implements the policies of the Board of Education and appropriate administrative regulations at the District level
- Oversees goals and established policies procedures and standards for administering the accountability & assessment program for the school district
- Provides leadership to ensure that initiatives related to administration are resultsoriented and aligned with the Districts purpose and strategic goals
- Coordinates the districts longrange strategic plans for growth and development school renewal planning and continuous improvement efforts
- Develops forecasts reports and recommendations that support the districts short and longrange planning decisions
- Advises school and district administration on personnel matters
- Develops the annual budget for the operation of the division and takes responsibility for the administration of the budget
- Verifies all termination procedures and documentations
- Attends all scheduled and called Board Meetings
- Coordinates directs and reviews the works of others internal and/or external in order to ensure that assigned tasks are completed accurately and in a timely manner
- Supervises employees to resolve complaints and other personnel matters in accordance with state and district policies procedures laws and regulations
- Develops and ensures compliance with administrative regulations
- Ensures compliance with federal state and school board policies and procedures.
- Ensures appropriate staffing in relation to student population growth longrange and shortrange personnel needs
- Attends training seminars and conferences and conducts research to stay current in trends in human resources and educational administration
- Coordinates the development maintenance updating and distribution of School Board policies and ensures compliance with Board rules and applicable federal and state laws and regulations
- Performs other duties as may be assigned by the Superintendent
