- Final Filing Date: Friday April 18 2025Exam# 25/74D83/03/JAThe Public Works Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction plan for the future needs of the County manage infrastructure and county facilities and protect natural resources. The Department is responsible for public works county roads and bridges county parks and county facilities.
The Public Works Facilities & Parks Department is in immediate needfor Road superintendent. The Road Superintendent is the management level class in the Road Maintenance class series. Employees in this class are assigned responsibility for planning work and for organizing and supervising the maintenance of County roads in assigned areas or a specialized area of road maintenance activity and may be given special assignments to meet departmental needs.The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular fulltime parttime or temporary basis Countywide.
Examples of Duties
- Oversees the administrative daily functions for assigned team and plans road maintenance projects including estimating securing and scheduling personnel materials and equipment required in a costeffective manner; develops road district annual maintenance plan to include prioritizing estimating report writing and preparing reimbursable service agreements.
- Reviews responds updates and completes final disposition of requests for service regarding road maintenance activities in area of responsibility.
- Inspects roads and facilities to evaluate unsafe conditions and ongoing maintenance needs.
- Performs the full range of supervisory tasks including selecting training developing counseling and evaluating employees; recommends and/or takes disciplinary action as appropriate.
- Advises directs supervises and/or assists staff and may participate in road maintenance work such as difficult projects and tasks patching and resurfacing preparing subgrades installing culverts cleaning ditches and moving earth.
- Develops updates and trains staff relative to methods procedures and protocols related to County Road construction road maintenance emergency response and safety; ensures safety practices are in compliance with Federal State and County regulations laws and ordinances; holds regular safety meetings with staff.
- Prepares correspondence; establishes and updates project management documentation; reviews spreadsheets reports permits plans and other documents; and performs other administrative duties using a personal computer.
- Maintains and prepares reports related to estimates labor materials and equipment.

THE SUCCESSFUL CANDIDATE
Willhave a proven track record demonstratingthe following knowledge skills and abilities:
Thorough Knowledge of:- Materials methods procedures and protocols of road maintenance work and the maintenance and operation of related equipment and vehicles.
- OSHA and other health and safety regulations requirements and practices as they relate to road construction and maintenance.
- The California Vehicle Code Caltrans Manual of Uniform Traffic Controls Departmental Code of Safe Practices and other related Federal State and County laws regulations rules and ordinances related to the operation of vehicles traffic control devices and equipment employed in road construction and maintenance.
Working knowledge of:
- Principles and methods of supervision and management including work planning organization and delegation; employee counseling performance appraisal documentation and discipline; problem solving and conflict resolution; and employee selection development and training.
- Topographic maps road plans profiles and construction specifications.
- The function of streets and highways including the movements of people and goods providing access to property and related area drainage systems.
- Direct coordinate supervise perform and instruct others in all facets and levels of road maintenance work.
- Implement departmental goals objectives policies procedures and programs.
- Plan supervise assign and evaluate the work of others and train counsel and/or discipline subordinates.
- Develop implement and evaluate plans schedules and reports to accomplish maintenance andconstruction projects.
- Estimate resources needed to complete road construction and maintenance projects.
- Inspect existing roads identify potential problems and determine corrective action required; prepare related reports based on identified issues and assign priority ranking for budgetary consideration.
- Read interpret and explain to others specifications plans and profiles used in road construction maintenance and traffic control and other related activities.
- Train subordinate staff in and implement appropriate safety practices and techniques.
- Perform mathematical calculations required in construction maintenance and time and equipment records and reports.
- Establish and maintain cooperative relationships with those contacted in the course of work and provide excellent and courteous customer service.
- Communicate effectively both orally and in writing in order to follow and give instructions complete forms and prepare required reports or documentation.
- Operate personal computer and general office equipment in the performance of administrative duties.

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
At least three 3 years of increasingly responsible road construction and/or maintenance work one of which included supervisory responsibilities.

CONDITIONS OF EMPLOYMENT
The required conditions of employment include but are not limited to the following:
- Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
- Be available to work rotating or irregular shifts including evenings weekends and holidays during special projects or in emergency or disaster situations caused by storms flooding traffic accidents or other natural/manmade disasters; and be on call twentyfour 24 hours/day seven 7 days a week.
- Work under adverse conditions such as inclement weather or in environments containing dust or silica dust heat electricity vibrations fire steam or wind; environments subject to extreme or sudden changes in air temperature pressure or humidity; work outdoors on uneven and/or wet ground surfaces at elevations above ground level; work in confined or extremely small work spaces closed ventilation systems or areas not well ventilated; come in contact with water petroleum products lubricants cleaning solutions or solvents toxic fumes liquids or gases allergens chemical products requiring MSDS sheets infectious organisms plant animal or food material or waste.
- Work in environments that may be extremely noisy hazardous dangerous and/or exposes workers to moving vehicles heavy equipment and hand/power tools.
- Comply with the materials methods handling storage and disposal practices associated with hazardous materials and hazardous waste in accordance with all Federal State local and departmental laws regulations policies or practices.
