Job Description

The Position



This is a continuous filing exam. Next filing cutoffs are at 5:00 pm on:

4/7/25 4/28/25 (final)

Level 1 $7864.80 $8670.42/month
Level 2 $8258.00 $9103.68/month

Under supervision the Construction Materials Laboratory Technician Level I/II samples and performs tests on a variety of construction materials (soils asphalt concrete etc. in the field or laboratory to ensure compliance with various requirements plans specifications and contracts; and keeps written records and reports of activities.

Examples of Knowledge and Abilities

Knowledge of

  • Methods and procedures used to collect and sample construction materials
  • Construction materials field and laboratory testing methods and procedures
  • Types and grades of commonly used construction materials
  • Mathematical procedures related to the accurate performance and interpretation of a variety of calculations in the field or laboratory
  • Methods tools and equipment used in construction projects
  • Applicable Federal State and local regulations and ordinances
Ability to
  • Determine and conduct appropriate tests based on the type of construction material and project requirements
  • Make accurate mathematical calculations
  • Read blueprints plans and specifications
  • Gather data keep accurate records and prepare reports and simple drawings
  • Detect flaws in construction materials
  • Follow verbal and written instructions
  • Communicate effectively both verbally and in writing
  • Promote establish and maintain effective working relationships

Employment Qualifications

Minimum Qualifications

Two years of fulltime paid experience sampling testing or inspecting construction materials such as soil asphalt and concrete.

Note: Successful completion of college coursework from an accredited college in the fields of engineering mathematics chemistry physics construction technology or other related physical sciences may substitute for up to one year of the required experience on the basis of 30 semester (or 45 quarter) units is equivalent to one year of work experience.

Note: If the word experience is referenced in the minimum qualifications it means fulltime paid experience unless the minimum qualification states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.

General Qualifications

Background Check: The County may conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement: A valid California Driver License Class C or higher may be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a casebycase basis.

Certification Requirements:
Incumbents in this class will be required to obtain National Institute for Certification in Engineering Technologies (NICET) Level 2 asphalt concrete and/or soils certifications within two years of appointment to the class. Incumbents at Level I must maintain their NICET Level 2 asphalt concrete and/or soils certifications in order to remain at Level I. Incumbents at Level II must maintain their NICET Level 3 asphalt concrete and/or soils certifications in order to remain at Level II.

Incumbents must obtain a Nuclear Gauge Operators Certification (issued by a recognized gauge manufacturer) and American Concrete Institute (ACI) Concrete Strength and Field Testing Technician Grade 1 Certifications within six months of appointment to the class.

Incumbents must obtain applicable CalTrans Acceptance Tester certifications within two years of appointment to the class.

Failure to obtain and maintain the appropriate certificates constitutes cause for termination from the class in accordance with Civil Service Rules or applicable bargaining unit agreement.

Physical Requirements:
Positions in this class require the incumbent to be able to:
  • Stand and/or walk on a consistent and daily basis including walking on uneven or slippery surfaces.
  • Bend kneel crouch climb stairs/ladders crawl and reach by extending hands and arms in any direction.
  • Lift and/or carry materials weighing up to 75 pounds including 5gallon buckets of soil samples.
  • Lift 90pound bags of cement with assistance.
  • Use a wheelbarrow coring machine and handle 55gallon drums to collect samples.
  • See and distinguish colors well enough to read instruments in the course of performing inspections and laboratory testing.
  • Hear back up alarms on equipment.

Working Conditions:
Positions in this class require the incumbent to:
  • Work indoors and outdoors and be exposed to extreme hot or cold temperatures.
  • Work below ground or at elevated location.
  • Work around moving machinery and be exposed to vibrations.
  • Be exposed to permissible levels of radiation or electrical energy dust fumes smoke gases odors mists or other irritating particles.
  • Use a respirator and/or other personal protective equipment.
  • Work weekends holidays and nonroutine hours.

Probationary Period

The probationary period for this classification is six 6 months.

FORMULA RATE EXAMINATION (Weighted 100


All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
