Main Purpose of Job

The Natural Resources Planner II will support Marylands Nonpoint Source Management Program and Grant with a focus on Environmental Justice and Climate initiatives to expand the programs reach among disenfranchised communities around the State. Support for this program also includes creation of Watershed Restoration Plans reporting grant project information to EPA providing technical administrative support and conducting outreach to advance consistency with the objectives and goals of the Watershed Restoration Division.

The incumbent in this position will be responsible for coordinating Marylands Deicing Salt Reduction strategy. The Incumbent will also be responsible for coordinating updates to Marylands voluntary Smart Salt Certification program conducting outreach and promotion of the program coordinating with MS4 communities to provide lists of certified Smart Salt Professionals to help improve the current training material and to create additional training modules in the future.

Responsibilities for the Natural Resources Planner II also include: understanding additional NPS pollution control activities; identifying and striving to resolve gaps in the State NPS Management Plan; providing updates for the State Nonpoint Source Management Plan; assisting with grant management procedures contracts and budget management; maintaining knowledge of Deicing Salt Reduction Management Practices; identifying opportunities for NPS implementation via the Salt Reduction Strategy and 319 Grant services; serving as a State liaison with federal agencies; serving as a liaison with administrative units of MDE.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in an environmental science or natural resources planning management or development.

Experience:One year of experience in natural resources planning orapplied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in urban orregional planning engineering physical geography or thephysical chemical biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Masters degree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning; resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical biological chemical or environmental sciencesfor the required experience.

3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in thegeneral natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a yearforyear basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Familiarity with Nonpoint Source pollutants sources and watershed restoration efforts;
Familiarity with processing/managing grants and loans;
Background with outreach and communication;
Experience with software such as Microsoft Office Suite ArcGIS Canva R/RStudio database software etc.;
Technical writing skills;
B.S. in Biology Environmental Science or Policy Sustainability Climate Resilience or a related field.
