Job Description

Overview

Agency: Department of Airports

Under general direction of the Director of Airports the Deputy Director Airports coordinates and administers multiple program areas which may include: operations emergency services facilities maintenance security properties accounting grants construction development and administration functions of both County airports; manages policies and procedures; provides direction and supervision to technical staff; consults with legal counsel; acts for the Director of Airports in the latters absence; and performs related work as required.

Distinguishing Characteristics

This classification is distinguished from the Director of Airports in that the Director is responsible for the overall management of County airports and formulation and development of airport policies and programs. The Deputy Director is primarily responsible for daily operations facilities leasing and financial management. This classification is exempt from the Civil Service System.

Responsibilities

Examples Of Duties

Duties may include but are not limited to the following:

  • Assists in the selection of staff assigns supervises and inspects the work of airport staff involved in the operation and maintenance and security of airport facilities.
  • Administers airport leases licenses and agreements; prepares recommendations for Directors review; develops and processes contracts and monitors compliance with airport lease terms.
  • Monitors the Fiscal Division activities prepares operating and capital budgets; reviews plans programs and budget estimates submitted by managers and supervisors.
  • Evaluates requests for property improvements; reviews possible restrictions on future use and integration with Airport Master Plan; and prepares recommendations for Directors review.
  • Schedules coordinates and evaluates proposed remodeling and repairs on tenant property; inspects buildings; determines maintenance priorities; and projects long term needs.
  • Coordinates airport operations and maintenance with other County departments and outside public and private agencies.
  • Recommends rental rates and user fees for airport properties facilities and other activities.
  • Inspects and monitors airport facilities and grounds to prevent hazardous conditions and insure compliance with Federal Aviation Administration and Transportation Security Administration rules and regulations.
  • Prepares and solicits Requests for Proposals and processes bid specifications on properties and vendors; evaluates proposals; and prepares recommendations for Director and Board review.
  • Responds to airport emergencies and may function as the incident commander or airport liaison.
  • Oversees the business plans community relations program and marketing strategy for both airports and Airport Master Plan and FAR Part 150 Noise Compatibility Study updates.
  • Serves as the Airport Security Manager and chairperson for Airport Safety Committees.
  • Ensures FAA and Caltrans Division of Aeronautics operational compliance.
  • Maintains and updated the Airport Certification Manual and Airport Emergency Plans.
  • Performs other related duties as assigned.

Qualifications

Education/Experience

  • Any combination of education and experience which has led to the acquisition of the knowledge and abilities.
  • The required knowledge and abilities also can be obtained by possessing the equivalent to a degree in business airport administration public administration or finance and at least three 3 years of increasingly responsible managerial experience in public airport administration including direct supervision of staff.
  • A Bachelor degree from an accredited college/university in Business Administration Airport Management Public Administration or Finance is desired.
  • Accredited Airport Executive (AAE) certification by the American Association of Airport Executives is desired.
