Job Description

We are looking for a Contract Administrator III with experience supporting Federal contracting offices either as former 1102 civilian/military or as contractor support. This position will support the Contracting Officers at Marshall Space Flight Center(MSFC) on Redstone Arsenal ALon the complete range of procurementrelated tasks for both pre and postaward activities and develop the necessary file documentation utilizing applicable NASA policy and Federal regulations such as the FAR and NASA FAR Supplement.

Hiring Timeframe:Immediate

Work Location:This position is required to work onsite daily on Redstone Arsenal.Seventh Sense will support your commute by contributing over $1500 annually to your Transportation FSA.

Responsibilities:
  • This position supports Contracting Officers by performing procurement and contract administrative duties required in support of both fixed price and cost reimbursable contract types as well as commercial and noncommercial contracts as defined in FAR Parts 12 13 14 and 15. The Individual shall develop and maintain necessary file documentation to support pre and postaward activities. This includes development of complex documents such as Justification for Other than Full and Open Full Competition Determinations and Findings Deviations/Waivers and other Memorandums to File as required to support the assigned contract actions.
  • The successful candidate shall analyze monthly contractor financial reports process invoices/vouchers for Contracting Officer approvals support issuance of contract modifications support contractor performance evaluations (e.g. CPARS Award Fee determinations etc) and draft various procurement letters.
  • The successful candidate will maintain and update the various office contract administration tracking tools to allow timely statuses and briefings to senior management on the most current status for all contract activities and changes
  • The successful candidate will assist in or perform data gathering activities as may be required to support adhoc assignments such as Freedom of Information Act (FOIA) requests internal and external audits/inquiries status reports building PowerPoint charts for presentations and other requests for information supporting the Procurement Office.
  • Some of the task assignments will also require support for performing preaward and postaward contract cost/price analysis including analytical tasks such as evaluating contractor proposals implementing technical evaluations developing Excel pricing models that are necessary for the analysis and developing negotiation positions for the Contracting Officers approval including development of Prenegotiation Position Memorandums (PPMs) Price Negotiation Memorandums (PNMs) and other documentation as necessary for the Contracting Officer to support the contract action. This task also requires supporting Government negotiations on assigned actions.
  • Ability to aid in the preparation of contractual provisions and the administration of contract proposals proficient in preparing RFP/RFQs for contract modifications and negotiating contract specifications and contractual provisions.


Required Qualifications:

  • Bachelors Degree and 5years of Federal government 1102type experienceAssociates Degree and 9 years of experience or High School Diploma and 11 years of experience
  • Ability to gain and maintain a Public Trust clearance
  • Advanced skills with researching in and applying standard concepts practices and procedures within the Federal Acquisition Regulation


Skills:

  • Comfortable working with files on a SharePoint Site; ableto update workflow progress on shared trackers.
  • Proficient and confidence working with Word Excel and/or PowerPoint for document preparation and briefings.
  • Proficiency and confidence in learning and with working within IT systems and toolsand proactively reaching out to resolve any computer/systems/tools issues. Experience with NASAs most commonly used systems/tools (FPDS SAP PPS SAM CPARS IRIS EPDW BOBJ) is highly desired.
  • Experience in performing cost and/or price analysis is highly desired.
  • Actual experience working with virtual tools and systems. NASA principally uses Microsoft Teams for communications and collaboration so familiarity with this or equivalent video conferencing/collaboration tools is required.
  • FACC Level II DAWIA Level II in Contracting or the equivalent is highly desired.
  • Candidates thathave previously held a contracting officers warrant arehighly desired.

Salary Range:The proposedsalary range for this position is $68000 $72000 per year. This range reflects factors such as geographic location skills experience training certifications contractspecific affordability and organizational needs.
