The Role
Acts as a coordinator between Facilities staff laboratory staff external contractors and consultants for buildingrelated modifications repairs and capitalrelated construction projects at the Environmental Enforcement and Laboratory Services (EELS) site.
Oversees the EELS asset tracking system and implementation of the quality management system (QMS) software. Acts as a backup for the maintenance certification and calibration of key laboratoryrelated assets.
Duties/Responsibilities
- Acts as the main point of contact for all buildingrelated capital upgrades maintenance and modification projects. Consults and keeps management up to date on key project milestones; seeks technical input from section supervisors as required; invites applicable staff to key meetings; and disseminates information to EELS management throughout the project.
- Flags concerns with project delivery budget and quality to the Facilities project manager and EELS management to ensure resolution.
- Develops and recommends new/revised procedures for service contracts and procurement clauses/amendments to contracts.
- In the absence of the supervisor is backup contact for all buildingrelated maintenance and modifications for service contracts maintenance work and services (e.g. janitorial cleaning security pest control grounds maintenance waste/recycling fire and life safety fire extinguisher inspections fumehoods).
- Acts as the main point of contact for Facilities staff to coordinate the repair replacement or renovation of key laboratory or buildingrelated equipment (both routine and emergency).
- Ensures the work carried out does not result in adverse environmental conditions within EELS.
- Provides cost estimates to management for budgetary purposes for new or renewed service contracts for existing or new construction/renovations needed at the facility.
- Maintains an inventory of laboratory capital assets and works with the section supervisors to determine annual capital planning replacement needs. Provides input to the Manager for capital equipment needs as well as building related purchases to improve the efficiency and effectiveness of the operations.
- Coordinates the purchase configuration administration rollout and training of a new QMS. Acts as liaison with ITS and Finance. Evaluates the need for new workflows in consultation with section staff. Acts as the main point of contact for the QMS vendor for any software upgrades technical troubleshooting repair and/or annual maintenance needs. Serves as an internal support person for staff using the system.
- Creates purchase orders and prepares/approves payments up to $5000 (recommends payments over $5000 to management).
- Plans and prioritizes work independently. Resolves unusual or complex issues protocol changes quality issues and health and safety concerns without precedent in consultation with supervisor.
- Approaches management for resolution to problems/decisions that involve significant profile budget and political implications.
- In the absence of the Technologist QA/QC works with external service providers to ensure calibration is conducted on all laboratory balances thermometers pipettes and meters using certified reference materials and that annual fume hood assessments and necessary repairs are completed.
- Performs related duties as assigned.
Knowledge Skills and Abilities
- Knowledge of mechanical and electrical systems construction inspections and construction trades and technology is acquired through a 3year diploma or degree in a related field and 2 years of related experience.
- Skill in project management/coordination in the building and facility construction industry and knowledge of contract law as it relates to building construction and renovation projects.
- Familiarity and adaptability to work with various technologies including databases.
- Knowledge of and ability to comply with corporate industry and federal and provincial policies procedures practices material standards and legislation related to construction and renovation (e.g. building codes fire regulations insurance safety and technical standards accessibility forms of agreements).
- Knowledge of and ability to comply with corporate industry and federal and provincial policies procedures practices and legislation related to laboratory services (e.g. Ontario Safe Drinking Water Act laboratory licensing Environmental Protection Act Ontario Water Resource Act health and safety CALA quality system requirements ISO 17025 requirements Standard Council of Canada).
- Ability to perform lifecycle reviews and cost/benefit analysis to determine whether assets should be replaced or repaired and recommend restoration or rehabilitation. Ability to perform risk assessments to prioritize assets for replacement or repair.
- Communication and human relations skills to guide monitor and build relationships with consultants and contractors and gain their support and cooperation in complying with contract terms conditions and standards and work through resolving construction work quality issues; coordinate project requirements with Facilities Finance and Legal; prepare and conduct project and programrelated presentations to other staff inside and outside the Division senior management and Council committees; and participate as an effective team member.
- Ability to write clear concise project correspondence reports specifications agreements and scope of work. Ability to create and maintain organized accurate and detailed written and computerized reports and edit detailed analytical methods standard operating procedures and quality system corrective action reports.
- Ability to read and interpret construction drawings design standards and specifications manufacturer data supplier instructions building codes engineering and technical journals contracts reports legal documents policies and procedures. Ability to read and apply information contained in health and safety manuals quality documents and instrument manuals.
- Computer skills with ability to use software such as Microsoft Word and Excel a laboratory information management system (LIMS) quality management system (QMS) asset tracking database and business intelligence system (Power BI).
- Ability to support and demonstrate the Regions values.
