Job Description
The Programs Manager (also advertised as Sr. Grants Manager) works within the Court Administrators Office to deliver comprehensive services for the Vermont Judiciary. In this role the Programs Manager develops manages and evaluates treatment court programs statewide. This individual will oversee the administration of multiple treatment courts throughout the state to support judicially supervised treatment solutions for courtinvolved individuals with compulsive substance use disorder driving under the influence and other behavioral health disorders. ; ;
Responsibilities include: identifying system needs and problems and developing potential solutions and strategies to address them; securing funding from state or federal sources to support programming; ;supervision of staff; grants management; recommending and implementing action plans; recommending and monitoring systems to support operational processes and procedures; providing for education and training of treatment court team members; program evaluation and analysis; communications; legislative tracking; maintaining public website content; drafting and managing contracts; and work on new ; programs systems and / or projects in development as assigned. ;
The Programs Manager must exercise independent judgment and evaluative thinking. Extensive interaction with judicial officers Judiciary staff representatives from other branches of government and various public and private groups will occur. ; ;
Desired Skills and Experience:
- Proven experience with direct supervision of staff grant development and administration systems and programs development and working knowledge of programs and services of the Vermont Judiciary or Treatment Court Programs.
- Significant and proven ability to communicate effectively both orally and in writing and to establish and maintain effective working relationships at multiple levels of the organization and among diverse stakeholders.
- Ability to advocate influence and educate others by leveraging expertise in the fields of addiction cooccurring disorders and treatment court best practices.
- Considerable knowledge of administrative and business principles and practices with the ability to develop and implement administrative procedures and monitor and evaluate their effectiveness.
- Understanding and mastery of technology systems and database solutions.
- Selfmotivated and ability to be innovative and sustain a high level of accomplishment without close review and supervision.
This is a fulltime permanent opening based in Montpelier Vermont. Starting salary will be $78000 or higher depending upon experience. The position is an exempt Judicial Branch position. Minimum Qualifications:
Education: ;Bachelors degree in public administration business administration criminal justice or related field; or Juris Doctor; or license to practice law in the State of Vermont. ; ;
Experience: ;Four or more years of experience in a public private or nonprofit organization involved in social work human services grants management or related. ;
Summary of Duties:
- Explore and develop grant opportunities to fund the treatment court programs. Develop grant applications
- Grant management and administration grant project implementation grant reporting and compliance monitoring.
- Develop protocols for new projects and programs.
- Research and implement best practice standards in all treatment court dockets.
- Operate and maintain data information management system. ;
- Promote awareness of treatment court issues for varied audiences.
- Provide staff support to various committees as may be assigned.
- Accountable for the achievement of program and grant outcomes along with establishing evaluation procedures that meet compliance requirements for fiscal and applicable laws policies procedures and best practices.
- Other duties and responsibilities as assigned. ;
Scheduled hours of work generally conform to public court hours but assignments may extend beyond those hours. ;Travel including the possibility of overnight travel to other locations for meetings may be required. Travel will be reimbursed according to State policies. This position will be eligible for longevity increases in accordance with the State step pay plan and annual cost of living increases as enacted by the Vermont State Legislature. Job Code #25031
