Raytheon is seeking an experienced Procurement professional to join our Operations and Supply Chain (OSC) organization Advanced Product Solutions (APS) Mechanical Technology and Optics team. This Principal Procurement Specialist role will manage medium to high complexity machining sheet metal and casting commodity procurements. The Principal Procurement Specialist will be responsible for developing sourcing and negotiation strategy with key suppliers develop a portfolio of subcontracts and procurement activities. The Principal Procurement Specialist will ensure all purchases orders (PO) and agreements are executed in full compliance to the FAR DFARs and company policies & procedures. The Principal Procurement Specialist will represent the Supply Chain organization at various levels of functional and cross functional teams; manage and build relationship with suppliers to ensure supplier performance will be in alignment with program and business priorities.
What You Will Do:
Develop business partner relationship with suppliers as well as internal stakeholders. Lead procurement activities and be the focal point for supplier performance.
Participate in capture/proposal efforts review adequacy of requirements flowdown generate RFI/RFQ/RFP.
Perform Price and/or Cost Analysis in compliance with FAR and DFARS requirement.
Develop negotiation strategy and lead multifunctional negotiation teams; negotiate price schedule and Terms & Conditions with suppliers/subcontractors.
Prepare purchase order documentation in compliance with FAR and DFARs regulations prime flow downs and company policy.
Manage various contract types such as Firm Fixed Price FFPLOE Time and Materials etc.
Communicate clearly and effectively be proactive in a very fast paced environment; flexible creative thinking work with speed and agility while ensure compliance to company and government requirements.
Qualifications You Must Have:
Typically requires a Bachelors and a minimum of 5 years prior relevant experience or an Advanced Degree in a related field and a minimum of 3 years experience.
Defense Industry Experience and familiarity with FAR/DFAR requirements.
Experience with NDA/PIAs RFx and Purchase Orders activities. Review proposals from prospective suppliers and analyze cost/price technical capability and financial viability conducting investigations to ensure ability to perform within cost and schedule.
U.S. citizenship is required as only U.S. citizens are authorized to access information under this program/contract
Qualifications We Prefer:
The ability to perform duties with minimal oversight; ability to work effectively in a fast paced and highvolume environment to meet business commitment.
Strong communication skills with demonstrated ability to influence across a matrix organization.
Ability to travel domestically when necessary.
Experience with SAP and Microsoft Office Suite of Products
Working knowledge of machining commodity including manufacturing processes and technologies.
Experience with reading and understanding drawings specifications and applicable technical data package including complex SSOWs.
Prior experience with multiple subcontract types including but not limited to Firm Fixed Price (FFP) Time and Material (T&M) Cost Plus Fixed Fee (CPFF) Cost Plus Incentive Fee (CPIF)
Experience with import/export regulations (ITAR/EAR)
Active and transferable U.S. government issued security clearance is preferred.

The salary range for this role is 82000 USD 164000 USD. The salary range provided is a good faith estimate representative of all experience levels.
