You will be updated with latest job alerts via emailThe Washington State Department of Revenue (DOR) is seeking a Contracts Manager in the Business & Financial Services (B&FS) division in Tumwater WA.
The Contracts Managerprovides expert level guidance for contract management performance measures policies and procedures and quality control initiatives for the contracting and contract related procurement of goods and services. This position manages the contract and contract related procurement functions and staff for DOR.
This position reports to the B&FS Program Manager and provides oversight direction and expertise necessary for all agency contracting and contract related procurement activity to ensure DOR adherence to all contract related laws rules and statewide policies.
This position will:

Adhere to contracting and procurement laws regulations and guidelines
Help assure agency contractors are correctly registered taxpayers in good standing.
Manages the daytoday activities of the Contract Section and facilitates their outputs.
Directs improvements in the quality of documents and processes used for agency contracting and contract related procurement activities to ensure they are appropriate accurate clear concise and add value. Provides coaching related to employee development to strengthen the teams ability to deliver high value and effective services. Takes opportunities to recognize quality work by contract section staff or to correct work when necessary.
Directs and oversees effective agency wide dissemination of information to others about DOR contract processes and systems.
Works with agency divisions and sections to assist and advise on contracting and contract related procurement functions and activities including formal and informal solicitations feasibility studies options and recommendations.
Focuses on providing value to our customers. Coordinates and responds to requests from DES management and other agency staff for contract and contract related procurement information. Ensures customers receive accurate and timely information.
Works with B&FS management staff to provide future spending needs for planned significant procurements.
Provides expert level consultation to executive management on tactical and strategic contract and contract related procurement methods and issues.
Facilitates completion of the DES procurement risk assessment process Office of Minority and Womens Business Enterprises (OMWBE) and other requirements and communicates results to agency management.
Oversees the development of contract training for agency Contract Managers and other agency employees on contract related agency policies and procedures and contract principles and methods. Reviews the instructional materials and directs the staff on improving the training courses based on feedback from attendees.
Represents the agency on internal and external work groups working with contract and contract related procurement policies issues and systems development.
Uses LEAN methods to implement process improvements for better contract and contract related procurement processes and reporting systems. This includes defining problems developing alternate solutions proposing a plan of action and implementation.
Keeps informed of current contract processes training and trends and shares information with contract section staff.
Administers and coordinates interpretation of laws regulations statewide policies procedures guidelines and tasks for the preparation and management of contracts and contract related procurements and the development and maintenance of a library of clear and concise procurement and contract terms for use with agency solicitations and contracts.
Performs timely review of proposed contracts for legal sufficiency and compliance with applicable statutes rules and requirements of governing agencies.
As necessary consults with Office of the Attorney General Department of Enterprise Services and other agencies regarding complex contract and contract related procurement policy issues.
Participates in state agency procurement and contracting forums and groups to inform DOR contracting and contract related procurement activities.
Administers and coordinates the research evaluation and rulings on the merit of protests filed by unsuccessful bidders in response to the agencys solicitation or procurement decisions.
Any combination of education and experience that meets the knowledge skills abilities and behaviors (KSABs) listed below. Typical ways KSABs are obtained but are not limited to are relevant degrees training coursework and work experience relevant to the assignment.
Five years of demonstrated experience leading contracting and procurement practices which includes drafting negotiating managing monitoring or analyzing contracts.
Five years of supervisory experience.
Five years experience providing internal or external consulting services to executive management.
Ability to:Negotiate multimillion dollar contracts.
Analyze contracting and purchasing laws rules policies and issues and provide expert consultation.
Write clearly and distinctly and edit effectively complex legal agreements.
Effectively solve complex contracting related problems and provide timely and expert responses to DOR managers and staff.
Analyze processes and reengineer them to obtain efficiencies improved customer service and improved performance outcomes.
Coach and mentor technical and professional specialists in negotiation and mediation required to implement the terms of acquisition with business labor the professions and institutions.
Analyze data to determine success in meeting articulated business needs.
Strategically coordinate and budget resources through effective project planning organizing partnering and delegation.
Present complex material to senior management on the roles regulatory agencies play within government and the business and labor communities.
Effectively communicate through contract technical writing.
Effectively communicate with external and internal stakeholders and the vendor community.
Effectively conduct dispute mediation processes and prevention measures.
Coordinate comprehensive bill analysis and decipher the impacts to contracts and procurement.
Apply critical thinking and judgment in decisionmaking and maintain continuous focus on innovation and improvement.
Demonstrate social awareness and effectively manage relationships to produce the desired results.
Demonstrate and model agency values.
Independently lead focus on positive change and demonstrate effective problem solving and decisionmaking.

Ability to certify and remain certified in procurement and contracting as required by the Department of Enterprise Services (DES) and Chapter 39.26 RCW. Within 6 months of start date and maintain thereafter.
Preferred Qualifications:
A bachelors degree in business or public administration accounting finance business law commerce mathematics statistics economics or allied field.
A Masters degree in one of the above academic disciplines may substitute for one year of experience
A Law Degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two years of experience.
Knowledge of:
State and federal law regulation policy and procedure regulating the preparation of acquisitions orders and contracts
Business and labor practices for professional services
Asset management and basic general accounting practice
Contract terminology and development
Principles of negotiation mediation and dispute resolution
Advanced principles in management
The legislative and political process in Washington State
The principles of financial management
Computer applications and information management services.
