The Opportunity
WSDOTs Multimodal Planning & Data Division is seeking a Transportation Planning Technician 3 to serve as a Data Collection Field Technician. Under the direction of the workgroups Digital Imagery Supervisor this journeylevel technician supports state and federal datadriven decisionmaking relative to the public road network by collecting roadway and traffic data and performing associated tasks. The primary duties are to travel throughout Washington State either independently or as part of a team collect process and analyze digital imagery data related to transportation facilities and the operating characteristic of the transportation system. In addition this position will also perform alternative forms of data collection to support Departmental engineering and policy decisions. What to Expect
This position performs field work in adverse weather conditions and in varying temperatures and humidity levels and requires consecutive weeks of statewide travel for up to a week at a time. This work performed is often repetitive physical movements including sitting in vehicles for extended periods of time while performing digital imagery data collection or while safely navigating the state highway system bending squatting kneeling and hammering motions. Repetitive motions while performing traffic data collection in the form of manual counting setting checking and picking up mechanical traffic counting equipment.
Among the varied range of responsibilities held within this role theData Collection Field Technician will:
- Conduct SRview video logging sight distance surveys and culvert inspections.
- Perform quality assurance checks on data through analysis and summarization to assure the deliverance of high quality products.
- Perform planning and scheduling of routes to be filmed. lead train and direct lowerlevel technicians in all tasks; work with technical support staff to test and evaluate new.
- Work with IT Application Development and Support Staff to identify equipment and technology.
- Test evaluate and troubleshoot items including but not limited to software hardware video logging imagery and equipment.
- Perform threehour visual counts of traffic from a state vehicle parked near the traveled way.
Qualifications
To be considered for this opportunity at least one 1 of the following are required:
- Two 2 years of experience performing basic engineering duties data collection work or skilled labor. OR
- Two 2 years of experience as a Transportation Planning Technician 2 or equivalent classification. OR
- An associates degree in civil engineering technology surveying drafting computer science or closely related field. OR
- Equivalent vocational technical program consisting of at least 1200 instructional hours in these fields.
In addition to one 1 of the above the following are also required:
- A high school diploma GED or equivalent.
- A valid drivers license and the ability to safely operate a motor vehicle for extended periods.
- The ability to travel extensively while fulfilling schedules that require being away from home the entire work week 3 nights a week) during most of the year.
- The ability to operate a motor vehicle for eight 8 or more hours per day.
- The ability to effectively work both independently and as part of a team.
- Skills and the ability to effectively and professionally communicate with peers and managers both orally and in writing; this includes the ability to compose relevant and concise documentation regarding data collection efforts.
- The ability to understand and consistently follow safety guidelines and policies.
- The ability to perform duties including safely crossing lanes of travel while carrying equipment in adverse weather conditions and varying temperatures and humidity levels.
- The ability to safely relocate materials and equipment weighing up to 100 pounds as well as to safely move equipment up to 50 pounds above shoulder height.
- The ability to traverse steep slopes and uneven surfaces as well as to climb over obstacles such as jersey barriers and guardrails.
- The ability to perform repetitive physical movements including bending squatting kneeling and hammering motions to install maintain and uninstall equipment.
It is preferred that qualified candidates also have:
- Professional experience collecting traffic data including the use of culvert inspection equipment and video camera equipment used to film segments of the roadway.
- Working knowledge of the Departments linear referencing system including the ability to read and understand the Washington State Highway Log.
- Working knowledge of the Washington State publication M5444: Traffic Control Design Guide.
- Working knowledge of the Washington State publications M53.50 and M3032.06: Use of State Vehicles and Vehicle Operators Handbook.
- Certifications including Confined Space Training Gas Detection Training Respirator Training Ladder Safety Training and GPS Training.
Important Notes

- Travel is a normal part of this job and will require statewide travel on a weekly basis.
- Thisposition is physically demanding and require safely moving materials and equipment weighing up to 100 pounds manipulating equipment up to 50 pounds above shoulder height bending squatting kneeling traversing all types of terrain and obstacles the use of various tools and equipment and the ability to perform these tasks in all weather conditions and near roadways and traffic.
- In addition to base salary employees may be entitled to other forms of compensation depending on the type duties or location of the position.
