Description of Work

This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High Deductible Health Plan (HDHP). Note: Permanent and timelimited NC State Government employees must separate from their permanent or timelimited position in order to work in a temporary position. All temporaries are limited to one NC State Government temporary assignment at a time.


Individuals hired into a temporary State job must be fully qualified for the job. OSHR supports the Governors Job Ready initiative and seeks to expand a temporarys skill set to enhance their qualifications for State government and private sector jobs. Exposure to an agencys culture process procedures and potential learning opportunities can provide valuable experience to those who may seek permanent employment with the state.

This temporary position is located in Raleigh NC Wake County.


Job Order Hourly Rate of Pay: $28.00 (Based on education and/or years of relevant work experience reflected on the application).


This temporary position will be assigned to the Department of Health and Human Services. This position is located at 805 Ruggles Dr Raleigh NC 27603.

This position is located in Raleigh North Carolina and has a flexible work schedule. This person must operate under tight deadlines in a dynamic environment. The individual in this position must possess excellent attention to detail verbal/written communication abilities and organizational skills. This position serves as the contract specialist I and contract subject matter expert for the Divisions of Vocational Rehabilitation Services Services for the Blind and Office of Economic Opportunity. Position manages over twohundred annual contracts. This position provides leadership guidance and technical assistance to develop and maintain best practices in the contracting process to comply with department state and federal requirements. The contract specialists task is to ensure contracts are developed established implemented coordinated and executed in
accordance with applicable federal state department and division policies procedures and protocols. The contract specialist role requires close collaboration with various division department and state staff including programmatic subject matter experts financial monitors fiscal and budget staff contracts and procurement management and internal and external auditors.

Minimum Education and Experience Requirements

Minimum Education and Experience Bachelor s degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience; or equivalent combination of education and experience. Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
