The Position


The Port of Portland is hiring a Tenant Construction Coordinator!

Your role: Youll manage the tenant construction permitting process coordinating reviews issuing permits and ensuring regulatory compliance. And serve as the primary liaison during construction overseeing progress resolving issues and ensuring adherence to Port standards. Youll also lead meetings coordinate inspections and support contractor access and logistics while contributing to process improvements and small project support. Join the team!

Essential Job Duties

  • Tenant Construction Permitting
    • Receives tenant construction permit applications and reviews for completeness distributes permit application and coordinates comments/input including resolution of conflicts between reviewing departments and the tenants and/or their consultant.
    • Develops permit conditions and prepares and issues the Aviation Tenant Construction Permit and Notice of Construction.
    • Acts as point of contact between Port Operations and FAA Northwest Region for tenant projects and coordinates submittal of documents for aeronautical studies for construction at PDX and General Aviation airports.
    • Ensures proper jurisdictional permits and bond/insurance documentation are obtained by tenant.
    • Facilitates preconstruction meetings and coordinates staging delivery of materials badges and site access.
    • Coordinate closure of permits. Collects deposits/fees for tenant projects.
    • Tracks permit closeout items for completion prior to return of construction deposit.
  • Manages Tenant Construction Projects
    • Acts as the primary point of contact for the project between Port and tenant/contractors throughout construction.
    • Monitors progress enforces tenant construction permit requirements and addresses issues with staff consultants tenants and outside agencies.
    • Manages coordination of and provides direction for inspections of tenant construction for compliance to Port standards and permit conditions.
    • Provides technical information to staff consultants and tenants including management of deferred submittals shop drawings drawing changes and RFIs during construction.
    • Triages and coordinates shutdowns triages construction deliveries and coordinates tenant/consultant/contractor access.
    • Leads project specific progress meetings as needed.
    • Maintains Tenant Construction Log and leads regular tenant construction progress meetings with internal staff.
    • Leads punchlist walk and tracks completion of punchlist items.
  • Performs other responsibilities
    • Leads and supports process improvement efforts.
    • Provides limited support to the Planning & Development department in managing small to medium sized projects.
    • Primary contact for facilitating tenant contractor access security and contractor staging and parking areas.

Minimum Qualifications

Education and experience:

  • Associates degree in engineering construction management or related field.
  • Minimum 4 four years of progressive experience in construction management or related field; Or the equivalent combination of education and experience.
  • Experience in airport operations is a plus.
  • Experience in Microsoft Suite including SharePoint and additional drawing software is a plus.
  • Maintain a valid state drivers license is required.
  • Must successfully pass and maintain clearance of a comprehensive Criminal History Records Check and a Security Threat Assessment for a PDX Security Badge are required.

  • Manages shifting priorities and communicates project needs across teams.
  • Resolves issues independently and documents technical details clearly.
  • Anticipates construction phases and coordinates with stakeholders.

Supplemental and Selection Information

SELECTION PROCESS(tentative schedule):

  1. A minimum qualification evaluation of education training and experience of submitted application packets will take place by Human Resources the week of April 28 2025.

  2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.

  3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
