Job Description

Employment Opportunity Full Time: Direction 180 Program Manager

Location: Halifax Nova Scotia
Salary Range: $90000 (based off experience)
Employment Term: Hire Date March 31st 2026 Full Time
Reports To: Executive Director MNFC
Direction 180 a program of the Mikmaw Native Friendship Centre is a nonprofit communitybased opioid treatment program located in Halifax Nova Scotia. In operation since 2001 Direction 180 works primarily with people who use substances and offers a low threshold harm reduction model of care.

Job Summary:

The Program Manager oversees a community based opioid agonist treatment (OAT) program and supervised consumption site (SCS) operating as programs of the Mikmaw Native Friendship Centre (MNFC). The Program Manager reports and seeks advice related to financial management personnel and other external risks or opportunities under the direction of the MNFC Executive Director. The Program Manager is responsible for all program reporting requirements outlined in the Memorandum of Understanding(s) between the MNFC Direction 180 and the Nova Scotia Health Authority
Primary duties and responsibilities:

  • Participates in community relations education and development activities to raise awareness for opioid use disorder treatment and harm reduction.
  • Works with multidisciplinary team to discuss program limitations and solutions for occupational health and safety of staff and patients
  • Maintain connection with local regional and national government working groups
  • Maintain connection and involvement with community advisory boards and working groups
  • Seeks to provide opportunities for staff to participate in professional development opportunities to enhance their knowledge and skills
  • Participation in the overall program service delivery improvement strategies
  • Familiar with standards required by all related regulatory bodies
  • Participates and/or collaborate in research or literature development
  • Demonstrate initiative and creativity to develop programs and services that reduce the barriers for people who use substances and promote better health and social outcomes.
  • Adhere to all MNFC/ Direction 180/ReFix policies and procedures
  • May perform other related duties as assigned and/or required
Qualifications & Requirements:
  • Bachelors degree in health or a related field
  • Eligible for registration with relevant health or professional discipline college or association
  • 35 years recent and related progressive leadership experience. Experience in Mental Health and Addictions an asset.
  • Demonstrated organization and leadership skills with the ability to supervise and manage a multidisciplinary health care team
  • Excellent interpersonal and communication skills
  • Demonstrated ability to build and maintain effective collaborative relationships and partnerships with stakeholders
  • Strong human resource management interpersonal and communication skills
  • Flexibility and creatively are required to meet the challenges in a dynamically changing environment
  • Experience working for a communitybased health program
  • Strong working knowledge of mental health and addiction care in community
  • Strategic thinking capability highly motivated capable of working independently and as part of multidisciplinary team
  • Demonstrated commitment to quality improvement and enhanced client care
  • Ability to identify and report budgetary pressures and identify mitigation strategies to keep spending within budget
  • Knowledge and demonstrated application of the Office of Controlled and Substances Act College of Pharmacists and College of Physicians and Surgeons Regulatory Guidelines related to opioid agonist treatment
  • Demonstrated understand and champion of patientcentered care
  • Ability to shift focus and adapt services with shifting political government priorities
  • Computer literate; Microsoft Word Outlook and Excel programs
