Job Summary:
The Construction Inspector provides construction engineering and inspection work in the planning review design and construction of Capital Improvement and Development projects with emphasis on concrete asphalt and utility construction. Construction Inspectors do not inspect buildings but rather infrastructure projects in the Public Right of Way (i.e. streets drainage water sewer etc..
Experience Knowledge Skills:
Minimum Requirements
- High school diploma or equivalent.
- Specialized training beyond high school normally gained in a program of less than 18 months duration.
- American Concrete Institute (ACI) Concrete Pavement Inspector Level 1 including Field Testing Technician Grade 1 certification required or ability to obtain within one 1 year of hire.
- Asphalt Paving Materials (APM) LabCAT APM Inspector Certification Level A Certification required or ability to obtain within one 1 year of hire.
- Colorado Water Distribution System Operator Class 1 required or ability to obtain within one 1 year of hire.
- Colorado Class 1 Collection Operator required or ability to obtain within one 1 year of hire.
- Working knowledge of documentation for Local Agency administration as used on Federally Funded and CDOT projects or ability to be trained within six 6 months of hire.
- Valid Drivers License
Preferred
- Two to four 24 years of related experience with one 1 year of concrete asphalt and utility construction experience.
- Trade certification or technical training in construction industry or related field.
Knowledge Skills and Abilities
- Knowledge of a variety of construction methods and materials.
- Knowledge of the principles techniques and terminology of civil engineering as they relate to construction in the public right of way.
- Entry level knowledge of complex software.
- Knowledge and experience using Microsoft Office Suite including Word Excel and Outlook.
- Knowledge of and experience using Cityworks and other City proprietary software a plus.
- Skilled in using smart levels tape measures rolling wheels and other small tools to inspect construction.
- Skilled in typing or bookkeeping operation of several single purpose power tools / machines or equipment involving specialized training.
- Ability to follow detailed instructions.
- Ability to prepare routine reports or correspondence.
- Ability to learn onthejob training of processes and procedures.
- Ability to quickly and accurately read and interpret plans and specifications of moderate complexity.
- Ability to make mathematical calculations and compare with various aspects of construction in progress.

Essential Functions:
- Performs inspections during and upon completion of construction for line grade slope placement foundation or base quality of workmanship and material safety precautions to ensure compliance to city state and federal standards and specifications and plans.
- Verifies field tests including hydrostatic pressure tests low air pressure tests vacuum tests concrete slump air entrainment and strengths tests.
- Seeks solutions and information regarding issues with materials and testing of said materials.
- Schedules project activities on a daily weekly and monthly basis depending on the complexity of the project.
- Communicates diplomatically and effectively with state and federal agencies coworkers private industry representatives technical consultants and the public.
- Investigates complaints regarding all construction activities and handles difficult situations with patience and good judgment under stressful conditions.
- Articulates information concerning plan interpretation and plan objective.
- Elevates issues of any deficiencies in construction products.
- Formalizes requests on issues encountered during construction that need Project Managers approval.
- Provides input on intent of plans.
- Keeps the Project Managers informed on progress and conflicts including suppliers of asphalt concrete and any other material supplied to a project.
- Addresses general questions concerning ongoing construction projects including traffic issues project timelines etc.
- Completes and maintains various documents records reports and paperwork.
- Provides information for record (asbuilt) drawings.
- Ensures conformance with current Americans with Disabilities Act regarding the Public Right of Way.
- Ensures compliance with standards as identified in the specifications.
- Provides response to contractors during construction and document for better understanding of plan intent.
- Performs other duties as assigned.

Work Environment andPhysical Requirements:
- Dangerous to considerable hazards reflect a frequent exposure to conditions that are unpredictable and may lead to injury.
- This position involves a combination of office work and fieldwork. Estimated 90 of the time is spent in an office environment and 10 is spent at field sites or project locations.
- A standard office environment which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate consistent with a typical office setting.
- Exposure to minimal hazards that are typically found in general office environment.
- Exposure to some field work to view assets and how information is collected.
- Fieldwork may involve exposure to outdoor weather conditions including heat cold rain or snow. Work may take place on uneven or rough terrain near construction sites or in environments with moving machinery and equipment.
- Noise levels in the field can range from moderate to loud depending on the project site.
Physical Requirements:
- Mobility: Ability to sit for extended periods at a desk or workstation occasional walking or standing ability to move throughout office location and project sites.
- Dexterity: Ability to perform repetitive movements for typing writing and operating office equipment.
- Strength: Ability to lift or carry objects weighing up to 15 pounds occasionally.
- Endurance: Ability to maintain focus and productivity for extended periods while performing job duties.
- Flexibility: Infrequent need to perform the following physical activities: bend/stoop/squat climb stairs push or pull reach above shoulders
- Vision and Hearing: Sufficient visual ability to read printed or digital documents view computer screens and perform detailoriented tasks. Adequate hearing to participate in verbal conversations virtual phone and in person communications.
