SUMMARY:

This position as a Payroll and Benefits Specialist is a fulltime position. Employee will lead the activities relating to the company payroll benefits and HRIS processing including developing implementing and monitoring (e.g. performing internal audit and control procedures to ensure that all wages and taxes are accurate). Processes the semimonthly payroll assists with the administration of all employee benefit programs and compensation analysis and serves as the compliance lead on all projects related to the Affirmative Action Plan as well as all external and internal audits. Consults with other HR team members to continuously improve payroll benefits compensation and HR processes.


MINIMUM QUALIFICATIONS (Knowledge Skills and Abilities):

  • Minimum of 3 years experience running a full cycle payroll with multistate payroll processing and tax experience. Previous experience 23 years) administering benefits in a corporate environment preferred. Previous experience 12 years) in compensation analysis preferred.
  • High school diploma or equivalent required. Associate degree or bachelors in business accounting human resources or related field preferred. Benefit or Human Resource Certification a plus.
  • High attention to detail and exceptional organizational skills required.
  • Must have current experience with an HRIS and be comfortable working within a modern system; Paylocity preferred. Deltek VantagePoint experience a plus.
  • Must be able to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Ability to write processes business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers and employees.
  • Must have knowledge of all pertinent federal and state regulations filing and compliance requirements both adopted and pending affecting employee benefits programs including the ACA ERISA COBRA FMLA ADA Section 125 workers compensation Medicare OBRA and Social Security and DOL requirements.
  • Must be able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
  • To perform this job successfully the individual should have solid computer proficiency with Microsoft Office Suite including Excel and Word. Knowledge of MS SharePoint and Employee Navigator would be helpful.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Process semimonthly payroll for hourly salaried and temporary employees; including but not limited to reviewing and importing hours from time and attendance system entering tax and direct deposit information administering regulatory requirements e.g. garnishments tax levies and support orders and other adjustments to pay as necessary.
  • Implement and maintain payroll best practices to improve efficiency and consult with human resources team to improve payroll and HR processes. Evaluate and implement payroll/HRIS upgrades and changes.
  • Prepare quarterly tax credit reports.
  • Stay uptodate on changes in compensation and benefits laws and regulations.
  • Prepare and distribute compensation statements and reports.
  • Conduct compensation surveys and market analysis to ensure competitive pay and benefits.
  • Enter all employee personnel changes including but not limited to new hire termination salary updates etc. into the VantagePoint system.
  • Respond to all unemployment claims in a timely manner complete verifications of employment.
  • Produces scheduled and adhoc reports pertaining to payroll benefits and human resources requirements.
  • Processes and administers all leaveofabsence requests and disability paperwork: medical personal disability and FMLA.
  • Effectively interprets FMLA and ADA implications as they relate to leaves of absences/disabilities; manages leave process.
  • Responds to 401(k) inquiries from managers and employees relating to enrollments plan changes and contribution amounts. Manages the annual catchup contribution enrollment.
  • Perform plan audits. Prepare collect and organize data for actuarial assessments. Review data in conjunction with accounting and finance.
  • Assist in administrating all employee benefit programs including enrollments and terminations.
  • Fulfills all governmental regulatory mandates and ensures filings are performed as required.
  • Participates in the planning and administration of the annual open enrollment period in consultation with HR team broker vendors and other partners.
  • Plans conducts and reports results of audits to ensure all enrollments are accurate and that dependent information is correct for each employee and works closely with accounting for quarterly and year end audits (payroll Workers Comp 401k etc..
  • Addresses benefit inquiries to ensure timely and accurate resolutions. Maintains contact with employees and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
  • Processes monthly billings from providers. Reviews billings for accuracy and approves for payment in a timely manner. Reconciles monthly invoices and resolves discrepancies with carriers and payroll.
  • Coordinate with third party administrator to manage disability claims according to the plan; manage third party relationships.
  • Assists to maintain data integrity in systems by running queries and analyzing data and reviewing source documents for accuracy and completion of data input.
  • Acts as lead for Affirmative Action Plan reporting DOTD Auditing LWCC Auditing and other compliance and regulatory requests related to our client contracts.
  • Serves as a member of the Social Circle Committee.
  • Perform other related duties as required and assigned.
