The Washington State Ferry (WSF) system is essential to Washingtons transportation network linking communities on both sides of Puget Sound and the San Juan Islands. There are nearly 400 sailings each day on nine ferry routes. WSF transports nearly 19 million passengers a year and has more than 1800 employees. Employees perform a variety of duties on vessels in terminals at the maintenance facility and at the Seattle headquarters.


The Opportunity

WSDOT Office of Human Resources and Safety (OHRS)is currently seeking a Senior Human Resource Consultant (HRC) to support the WSF Division. Under the direction of the Human Resources Manager this position serves as a professional expert providing advice and consultation to management and staff within its assigned customer groups. The Senior HRC is responsible for handling the organizations most sensitive complex and critical human resources issues and provides advice and guidance on a wide variety of strategic and operational topics. This position directly supports the agencys strategic plan and goal areas of Workforce Development; Diversity Equity and Inclusion; and Resilience by providing sound consultation to ensure equitable treatment and employment practices and by acting as a strategic thought and change partner for leadership.

Among the varied range of responsibilities held within this role theSenior Human Resource Consultant will:

  • Provide expert labor/employee relations consultative services to assigned management staff and employees.
  • Administer labor relations policies practices and collective bargaining agreements (CBA) and independently make decisions on complex labor relations and employee relations issues
  • Facilitate provide consultation and share best practices for resolution to conflict and performance management issues.
  • Research and conduct complex and sensitive investigations and prepare associated written reports.
  • Counsel supervisory staff on corrective and disciplinary actions.
  • Participate in and guide the appointing authority or designee through predisciplinary disciplinary grievance and mediation.
  • Prepare corrective actions predisciplinary and disciplinary letters appeal and/or grievance responses and other related correspondence.
  • Prepare mandatory notices of bargaining as needed.
  • Advise and consult on the development of Performance Improvement Plans (PIP) and Performance Appraisals. Maintain labor/management/investigatory files and databases.
  • Provide supervisory and labor/management relations training.
  • Provide coaching feedback and guidance on difficult or unusual circumstances.


Qualifications

This is a Human Resource Consultant 4 (HRC4 position. However the hiring manager reserves the right to fill the position at a lower level (HRC3 depending on qualifications providing an opportunity for an individual to gain the required experience on the job as part of a formal intraining plan.


To be considered at the HRC3 level you must have:

  • A bachelors degree with focus on business human resources social or organizational behavioral sciences or related field and two 2 years of professional HR experience;or an equivalent combination of education/experience.


To be considered for the highest level (HRC4 you must have:

  • A bachelors degree with focus on business human resources or related field and three 3 years of experience in a broadbased human resource generalist role or equivalent combination of education/experience.
  • Experience researching interpreting and applying union contracts and employment laws (state and federal) accurately and consistently.


In addition to one of the requirements above at both levels the following are also required:

  • Substantive HR experience to be able to think fast and accurately make decisions based on HR best practices.
  • Proficient skills with MS Office Suite including Word Excel SharePoint and Outlook.
  • Strong communication skills both in the written and verbal form to prepare letters reports and deliver presentations.
  • Research and analytical skills to be able to identify unique employment issues and solutions.
  • Strong interpersonal skills to be able to work with managers and their employees on employee relations issues that are often sensitive and confidential in nature.


It is preferred that qualified candidates also have:

  • PHR / SPHR and/or SHRMCP / SHRMSCP or equivalent.
  • Labor relations and performance management experience.
  • Experience mentoring/coaching professional level HR employees.
  • Supervisory experience.
  • Experience with HRIS (applicant tracking system learning management system performance management system etc.
  • Experience as a generalist in the public sector to include advising and interpreting civil service rules.
