HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:

The Division of Economic Opportunity and Regulatory Compliance (EORC) supports HPDs mission by reviewing the integrity of applicants seeking to work on HPDsupported projects and ensuring contractors comply with applicable labor and employment obligations. The division also assists HPD in implementing and enforcing socioeconomic diversity and inclusion requirements and related programs for procurement and development projects receiving financial assistance from the Agency.

The Office of Economic Opportunity and Regulatory Compliance is composed of 5 divisions:

Labor Monitoring Unit (LMU)

Integrity Review Unit (IRU)

Engineering Audit Division (EAD)

System Administration & Engagement Services (SAES)

Economic Opportunity & Inclusionary Program (EOIP)


Your Impact:

The Department of Housing Preservation and Development seeks a highly motivated individual with exceptional analytic communication and presentation skills to serve as the Director of Economic Opportunity and Inclusion Programs within HPDs Division of Economic Opportunity and Regulatory Compliance. The Division of Economic Opportunity and Regulatory Compliance is responsible for implementing and enforcing the Agencys employment and business mandates including procurement and development M/WBE requirements monitoring and enforcing wage related requirements and performing integrity reviews of entities with which the Agency does business.




Your Role:

Under the direction of the Assistant Commissioner of Economic Opportunity and Regulatory Compliance the Director of Economic Opportunity and Inclusion Programs and the team will be responsible for implementing and enforcing the Agencys M/WBE development and procurement efforts HireNYC program tracking and monitoring employment and contracting opportunities for lowincome residents under Section 3 requirements and other targeted hiring initiatives. The Director will review recommend and monitor activities programs and policies designed to increase the meaningful participation of M/WBEs in HPD procurement processes and development programs including identifying opportunities for and engaging in vendor/business capacity building efforts and outreach in order to expand the breadth and diversity of firms that engage in business with the Agency. The Director also will implement and monitor the HireNYC program and other employment and business mandates identify best practices and recommend changes or enhancements to the Agencys programs procedures and activities.

Your Responsibilities:

Specifically the Director of Economic Opportunity and Inclusion Programs will:

Educate monitor and evaluate sponsors/developers/contractors efforts to meet employment and business mandates including M/WBE participation goals required by applicable law and Agency mandates; review goal waiver and modification requests; and make recommendations to the Assistant Commissioner regarding utilization plans participation goals waiver requests and modification requests;

Educate monitor and evaluate sponsors/developers/contractors compliance with the HireNYC program or any successor programs and the Agencys progress in implementing the program and other targeted hiring/business initiatives;

Manage staff involved in monitoring tracking and enforcing employment and business mandates including the tracking and reporting related to programmatic requirements or initiatives;

Liaise with internal and external stakeholders to implement and enforce employment and business mandates related to the M/WBE and HireNYC programs or any successor programs as well as other targeted hiring/business initiatives;

Perform compliance and evaluation functions and recommend improvements to increase participation and performance related to M/WBE programs HireNYC and other employment and business mandates including Section 3 and targeted hiring mandates;

Develop capacity building programs for small businesses and M/WBE led firms to increase participation in HPDassisted projects and contracts;

Identify and engage in outreach and education about how to do business with HPD and meet compliance responsibilities and participate in networking activities to expand strengthen and diversify the firms the Agency does business with;

Review recommend and monitor the implementation of activities programs and policies designed to secure compliance with the Agencys programs; identify best practices and recommend changes or enhancements to procedures and activities;

Conduct research analysis and draft reports at the request of the Assistant Commissioner

Qualifications :

1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization social work urban development projects real estate public administration or a related field of which two years must have been in a field directly related to neighborhood improvement such as housing community organization urban renewal or planning or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or

2. Education and/or experience equivalent to 1 including parttime and/or volunteer experience.
