The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires including the Palisades and Eaton Fires that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. Internal Services Department is seeking qualified candidates to fill emergency Administrative Manager 13 ISD vacancies related to this unprecedented natural disaster.

Under the emergency order applicants who meet the requirements may be hired for an initial period of up to 90 days with an opportunity for permanent County employment.

Before the end of your initial work period you will be assessed on your work performance. This assessment will be weighted 100.

Those who successfully pass the assessment will be considered for permanent appointment to Administrative Manager 13 ISD.

The Opportunity

Positions allocable to this class typically report to a General Manager or a Deputy General Manager and are distinguished by their responsibility for directing operations in a variety of services such as: administration and finance environmental and sustainability operations information technology and purchasing and contracting services.

Incumbents in this class must exercise a high degree of leadership skills as well as a broad range of management skills and abilities including communication organizational design and development strategic planning and data analytics budgeting personnel management and internal and external stakeholder development and engagement. They must also exercise knowledge of the Departments programs policies and procedures and federal and statutory requirements applicable to their line of business in order to effectively coordinate the activities of their division with those of others in the Department and central agencies.

These positions differ from those belonging to the lowerlevel Administrative Manager XII ISD class in that positions within the latter class are responsible for assisting higher level management in directing a subordinate division or specialized area while positions within the Administrative Manager XIII ISD class are responsible for a division and contributes to shaping the direction and operations of the Division Service and Department.


Essential Job Functions

Requirements

Option 1:

Three years of experience managing an organization of multiple units including directing the budget personnel fiscal program management and other administrative functions.

Option 2:

A Bachelors degree* from an accredited college or university in Business Administration Public Administration or a closely related field AND two years of experience managing an organization of multiple units including directing the budget personnel fiscal program management and other administrative functions.

You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

You must POSSESS and CLEARLY express detailed years of experience performing relevant duties related to the requirements above and within your online job application and supplemental questionnaire.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out jobrelated essential functions.

PHYSICAL EXPECTATION:

2 Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

DESIRABLE QUALIFICATIONS:

  • A Bachelors Degree* or higher from an accredited college or university in Environmental Science Sustainability Resource Conservation Environmental Engineering or closely related field.
  • Demonstrated experience in an organization working on responsible for the development and implementation of at least two energy environmental and/or other climate projects or programs** on 1 behalf of constituents of a large public agency*** 2 a large corporate or public agency organization**** or 3 a company providing these programs on behalf of constituents of a large public agency*** a large corporate or public agency organization**** including directing the budget personnel fiscal and other administrative functions.
  • Demonstrated experience in at least one of the following: 1 successfully applied for and managed state or federal grant(s) in energy efficiency renewable energy or clean transportation valued at least $100 million; or 2 managed the of projects in energy efficiency renewable energy or clean transportation valued at least $100 million; or 3 developed and entered into Public Private Partnerships to finance a portfolio of energy projects valued at least $100 million with documented energy fuel and emissions savings.
  • Demonstrated working experience with state and/or federal regulatory agencies.
  • Energy savings program awards for innovation and energy avoidance programs and projects.
  • Thorough knowledge of external Federal guidelines/procedures for grants and contracts.
  • Demonstrated analytical and persuasive writing skills experience as well as superior editing skills including ability to convey complex information in a clear manner to diverse audience.
  • Strong administrative skills and self motivated with the ability to set priorities and manage multiple tasks under minimal supervision in an effective and efficient manner.
  • Ability to work under pressure and respond to deadlines without sacrificing quality.
  • Ability to thrive in a mission driven environment.
  • Excellent oral and written communication skills including strong public speaking skills.
  • Demonstrated experience working effectively with policy makers.
  • Demonstrated strategic planning and project management skills
  • Excellent customer service and interpersonal skills.

SPECIAL REQUIREMENT INFORMATION:

*Accredited institutions are those listed in the publications of regional national or international accrediting agencies that are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable if appropriate are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators Inc. (AICE). In order to receive credit for any type of college or university degree such as a Bachelors Degree or higher you must attach a legible copy of the official diploma official transcripts or official letter from the accredited institution which shows the date the degree was awarded with the Registrars signature and school seal to the application at the time of filing or email to within five 5 days from application submission. We do not accept passwordprotected documents. Ensure documents are unlocked before attaching to your application or sending to the exam analyst.

**Energy Environmental or Climate projects or programs must include:

  • Greenhouse Gas inventory and reduction
  • Energy Saving Agreements or Energy Saving Performance Contracts
  • Transportation electrification
  • Solar battery storage and microgrid technologies
  • Green building certification program

***Large Public agency is defined as having a minimum population of 75000 constituents.

****Large corporate or public agency organizations are defined as having a minimum of 1000 employees.

Our Assessment Process:

Before the end of your initial work assignment the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

Special Information:
Appointees will be required to work a Monday through Friday 5/40 work schedule.
