Internal Services Department is seeking qualified candidates to fill emergency Administrative Manager 13 ISD vacancies related to this unprecedented natural disaster.
Under the emergency order applicants who meet the requirements may be hired for an initial period of up to 90 days with an opportunity for permanent County employment.
Before the end of your initial work period you will be assessed on your work performance. This assessment will be weighted 100.
Those who successfully pass the assessment will be considered for permanent appointment to Administrative Manager 13 ISD.
The Opportunity
Positions allocable to this class typically report to a General Manager or a Deputy General Manager and are distinguished by their responsibility for directing operations in a variety of services such as: administration and finance environmental and sustainability operations information technology and purchasing and contracting services.
Incumbents in this class must exercise a high degree of leadership skills as well as a broad range of management skills and abilities including communication organizational design and development strategic planning and data analytics budgeting personnel management and internal and external stakeholder development and engagement. They must also exercise knowledge of the Departments programs policies and procedures and federal and statutory requirements applicable to their line of business in order to effectively coordinate the activities of their division with those of others in the Department and central agencies.
These positions differ from those belonging to the lowerlevel Administrative Manager XII ISD class in that positions within the latter class are responsible for assisting higher level management in directing a subordinate division or specialized area while positions within the Administrative Manager XIII ISD class are responsible for a division and contributes to shaping the direction and operations of the Division Service and Department.
Develops and implements Public Private Partnership strategy to enable the County to implement our Sustainability Plan as well as develop new strategies for energy resiliency not only at County operations but also in our broader community.
Supports the County in guiding the rebuild of the regions energy infrastructure in the wake of disasters and help the plan for greater resiliency against future disasters.
Directs and coordinates the work of subordinate managers professional and support staff involved in energy management and capital planning.
Monitors administers prepares and supervises the preparation of the annual ISD Utilities Budget for the Energy Management Division including amendments to the budget performance planning and reporting.
Formulates longrange plans and development; administrates a comprehensive energy utilities and environmental plan for Los Angeles County.
Provides direction for submittal of proposals and review of comprehensive plans developed for receipt of competitively awarded federal grants to implement energy efficiency programs.
Provides supervision of countywide programs and projects concerned with energy resource management alternate and renewable energy and energy efficiency.
Provides direction and review of funds received and dispersed to ensure proper allocation and expenditure of funds alignment with budget and program compliance with funding source requirements.
Develops and implements policies and procedures to ensure program compliance with federal and state laws and regulations; provides review of monitored performance of contractors.
Assists in planning and developing strategic plans and goals management concepts objectives policies projects and systems to carry out the work of the department.
Acts for the Service General Manager in their absence.
Option 1:
Three years of experience managing an organization of multiple units including directing the budget personnel fiscal program management and other administrative functions.
Option 2:
A Bachelors degree* from an accredited college or university in Business Administration Public Administration or a closely related field AND two years of experience managing an organization of multiple units including directing the budget personnel fiscal program management and other administrative functions.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out jobrelated essential functions.
PHYSICAL EXPECTATION:
2 Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

Also acceptable if appropriate are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators Inc. (AICE). In order to receive credit for any type of college or university degree such as a Bachelors Degree or higher you must attach a legible copy of the official diploma official transcripts or official letter from the accredited institution which shows the date the degree was awarded with the Registrars signature and school seal to the application at the time of filing or email to within five 5 days from application submission.
