BASIC JOB FUNCTION:
Under administrative direction of the Superintendent plan control and administer business services functions to ensure District operations are conducted in accordance with Board Policy and state federal and local regulations; plan and administer fiscal and budgetary programs to ensure fiscal solvency; and provide consultation in all areas pertaining to the strategic direction of financial and businessrelated District goals.
The recruitment process will consist of an in person structured interview which isscheduled for Friday May 9 2025 and a final interview which it tentatively scheduled for Wednesday May 14 2025 in person at the District Office.
ESSENTIAL DUTIES:
Serve as a member of the Superintendents Executive Cabinet by providing recommendations and counsel regarding business financial and operational aspects of the district; advise and provide policy direction to the district regarding financial business and other administrative matters; and conduct and oversee the analysis interpretation and integration of legislation regulations and policies related to assigned areas of responsibility.
Manage and direct work of the Business Services Department including the planning and construction of new facilities maintenance and grounds fiscal services purchasing transportation and nutrition services; coordinate interdepartmental projects and activities; and direct assigned management personnel in setting and achieving department goals.
Prepare the districts budget to ensure solvency; develop fiscal and budgetary practices; consult with program administrators for budget planning and cost containment purposes; and project district income and expenditures in the budget development process.
Generate a variety of complex reports and correspondence relating to the business affairs and operation of the district; prepare agenda items for the Board of Trustees meetings and complete the followup process for such items after board action; and provide presentations to the Board of Trustees and the public.
Direct the preparation and submission of applications and reports to meet the requirements of local state and federal agencies; oversee the maintenance of official records and files; and supervise the annual audit and conduct internal audits as required.
Oversee and leverage data/information processing services and requirements in all areas of district business applications.
Prepare short and longrange projections of school populations for the planning of school building needs; oversee discussions and decisions pertaining to school and District boundaries; and negotiate and manage contracts with public and private agencies including construction contracts lease/purchase and lease agreements.
Coordinate and maintain the districts risk management and insurance programs as appropriate including fire casualty employee fringe benefits workers compensation and student accident plans.
Provide support to the District negotiation process and when appropriate assist and/or negotiate on behalf of the District with all bargaining units.
Perform other related duties as assigned by the Superintendent.
KNOWLEDGE SKILLS AND ABILITIES:
KNOWLEDGE OF:
California school finance and budgeting practices
Applicable regulations and laws such as the California State Education Code the California Revenue and Taxation Code and other statutes codes rules and regulations pertaining to all areas of school business and finance
Concepts principles and practices of business administration and public agency organization management
General processes in the adoption and implementation of state legislation
The Districts labor union contract language and related past practices
ABILITY TO:
Formulate long and shortrange comprehensive business plans
Analyze interpret and apply federal state and local laws affecting school finance and business
Balance legal mandates and political issues while making effective and informed decisions
Solve complex organizationwide problems and demonstrate leadership in the development and implementation of changes to district practices and policies
Organize and oversee multifaceted activities and projects in keeping with established goals and timelines
Influence negotiate and counter positions in a mutually agreeable manner
Adapt to changing priorities and requirements
Lead individuals and groups toward the attainment of goals
Maintain relationships with all stakeholders such as employees labor organizations parents and state federal and local agency representatives
Develop collaborative working relationships with the Board Superintendent and Cabinet members
Anticipate prevent and resolve conflicts
Communicate complex concepts or issues both orally and in writing to a variety of people with varying levels of understanding
A Bachelors degree or the completion of a school business certification from an accredited college university or institution and a minimum of five years increasingly responsible experience in school business administration including three years in a management capacity.
Experience in the capacity of a Chief Business Officer (CBO) for a public school district is highly desirable.
