Job Summary:

The position is responsible for monitoring the major federal and state grants and contracts within the office including but not limited to
the National Comprehensive Tobacco Control Program grant and IGAs with state and tribal entities respectively. Responsibilities
include: 1 Development of program policy to adhere to federal and state requirements 2 Development of request for proposals
evaluation of contractor proposals and negotiation of contracts to provide services 3 Development and provision of technical
assistance and continuing education both internally and to all contracted agencies 4 Development of collaborations and partnerships
between individuals and agencies involved in tobacco cessation prevention secondhand smoke and emerging issues; 5 Prepare
written reports 6 Develop and monitor program budgets and 7 Collect data from contractors and report summary data to funders.
This position will be responsible for assisting contractors with ensuring that the concepts they plan to implement are realistic and have
community input and support. The position will be required to work closely with each contractor to ensure compliance with the contract
as well as state and federal law. A number of the contractors may be inexperienced with the state procurement/contract system and
require considerable technical assistance.
The position may be responsible for representing the department on program or policy level committees at the state and national level.
This position will be required to perform work at and/or travel as necessary and/or as requested.

Job Duties:

Develop and disseminate program standards review monitoring and evaluation results and develop
recommendations for program change

Develop and implement contract monitoring tools to ensure program and contract compliance

Develop written materials describing programs develop and deliver oral presentations regarding programs
develop required written reports coordinate information release with PIO

Develop and deliver technical assistance program and documentation identify specific areas of TA need
develop curriculum for training purposes schedule and plan training sessions and technical assistance forums

Attend staff meetings and confer with supervisor. Development of collaborative opportunities with other state
and local programs

Develop program evaluation plan and perform ongoing program evaluation to assess effectiveness

Review and analyze federal and state requirements and develop related policy and procedure and
communicate the results

Develop statement of work and budget; prepare request for grant applications; review and evaluate proposals;
negotiate proposals.

Selective Preference(s):

Bachelors degree in public health public administration or closely related field and four years of professional experience that includes
program development budget development and monitoring research and evaluation analysis preparing written reports team
leadership contract negotiating and training. Masters degree in related field may substitute for 1 year of professional experience.
