Job Description

The District General Manager serves as the lead manager overseeing the Civic Center Campus. The position is responsible for numerous facilities (close to 2 million square feet) in the Civic Center including City Hall satellite assets outside Civic Center and Alemany Farmers Market and Alemany Flea Market. This requires interaction with department heads and elected officials members of the public patronizing said locations and managing and directing a diverse team of experts in property and building management trades/engineers/laborers building/property managers transaction agents and a variety of vendors and contractors delivering services in these locations.

Examples of Important and Essential Duties:

  • Plans monitors evaluates and supervises the operations within the Civic Center buildings.
  • Coordinates the work of various sections (engineering laborers trades security and building management teams).
  • Confers with the public other City departmental representatives and directors engineers vendors and others on matters regarding the management of real property/facilities and to identify and resolve problems or conflicts.
  • Makes or recommends final decisions regarding policy operations and administrative procedures including emergency evacuation procedures for each building.
  • Receives and analyzes building reports from building managers computerized maintenance management system (CMMS) and security.
  • Identifies trends and problem areas and directs resources capital investment and maintenance efforts accordingly; assists the preparation of budget estimates for the Campus.
  • Monitors the work of engineering team through Building & Grounds Superintendent and others and provides coaching and mentoring to improve performance.
  • Monitors budgets and schedules of large capital programs in buildings providing quarterly reporting to Director of Real Estate and Capital Planning Committee and adjusting program resources as necessary to meet budget or scheduled targets.
  • Performs related duties as required.

Qualifications :

Minimum Qualifications

Education:
Possession of a baccalaureate degree (or greater) from an accredited college or university

Experience: Five 5 years of progressively responsible experience in commercial multibuilding or multisite campus real estate which includes experience in space planning industry standard building/property management techniques (such as BOMA LEED and Green Building) building operation and maintenance and/or budget/fiscal reporting; of which must have included 3 years of supervisory experience. Experience solely in residential property management is not considered qualifying.      

Substitution:
Additional experience as described above may be substituted for the required degree on a yearforyear basis. One 1 year is equivalent to thirty 30 semester units / fortyfive 45 quarter units.

Note(s):

  • Oneyear fulltime employment is considered equivalent to 2000 hours 2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty 40 hours per week are not included in the calculation to determine fulltime employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Working knowledge of building engineering practices.
  • Experience managing capital projects and building construction.
  • Experience managing a multifacility campus including property management engineering and trades.
  • Experience utilizing computerized maintenance management software (i.e. Infor Building Engines or others.
