What you will do forHarris County Precinct 4 (HCP4

The Learning & Development (L&D) Manager is responsible for designing implementing and overseeing programs that enhance employee skills leadership capabilities and career growth. Reporting to the Sr. Director of Talent within the Talent Division this role is responsible for building the learning and development architecture from the ground up including the selection and implementation of a Learning Management System (LMS).


This position will establish career development pathways for all functions and deliver leadership technical and Health Safety and Environment (HSE) training. The L&D Manager will work closely with leadership and employees to foster a culture of continuous learning and performance excellence. Strong analytical and system skills are critical for this role to measure training impact and ensure alignment with business needs. The L&D Manager is expected to work onsite delivering learning training to Managers and frontline employees. This position plays an essential role in creating a performancedriven culture and ensuring compliance with HR policies and best practices.


Job Duties and Responsibilities:

Career Development & Training Programs
  • Design and implement career development pathways for all functions ensuring clear progression opportunities.
  • Develop and oversee leadership development programs to build management and executivelevel capabilities.
  • Establish and manage technical training programs equipping employees with the necessary skills for success.
  • Create and implement HSE training programs to ensure compliance with workplace safety standards.
  • Work with department leaders to assess skills gaps and develop targeted training solutions.
Training Delivery & Learning Technologies
  • Lead the selection implementation and management of an LMS ensuring a scalable learning infrastructure.
  • Facilitate inperson and virtual training sessions ensuring engaging and effective learning experiences.
  • Utilize data analytics and reporting tools to measure training impact and continuously improve programs.
  • Incorporate elearning technologies and blended learning approaches to enhance accessibility and engagement.
Performance & Employee Development
  • Collaborate with managers to integrate training into performance management processes.
  • Provide coaching and mentoring to support employees professional development.
  • Develop competency models and skill matrices to align training programs with business objectives.
  • Drive initiatives that promote a continuous learning culture within the organization.
Compliance Evaluation & Reporting
  • Ensure all training programs comply with federal state and local regulations including OSHA and HSE requirements.
  • Establish KPIs and reporting metrics to evaluate training effectiveness and make datadriven improvements.
  • Conduct training audits and assessments to identify gaps and drive continuous enhancement.
  • Maintain training documentation and ensure accurate recordkeeping for compliance audits.

Knowledge Skills and Abilities:
  • Strong analytical skills with the ability to assess training impact and drive datainformed decisions.
  • Proficiency in Learning Management Systems (LMS) HRIS platforms and data visualization tools (Tableau Power BI etc..
  • Knowledge of HSE training requirements and best practices for workplace safety education.
  • Exceptional facilitation and presentation skills for both inperson and virtual training sessions.

Skills:
  • Advanced knowledge of adult learning principles instructional design and elearning technologies.(preferred)
  • Proficiency in Microsoft Office Suite (Excel Teams PowerPoint SharePoint) and Adobe Acrobat. (preferred)
Certification:
  • SHRMCP SHRMSCP CPTM (Certified Professional in Training Management) or similar certification.(preferred)
