Embrace this role to develop implement monitor and manage contracts and agreements with private landowners associated with damage prevention and mitigation.


With sustainability and conservation in mindthis position will be the lead for managing Livestock depredation damage claims Bear Timber damage permitting and assisting with deer and elk commercial crop damage claims Damage Prevention Cooperative Agreements (DPCA) and Damage Prevention Cooperative Agreements for Livestock (DPCAL).


We are seeking a candidateto provide support to the lead Conflict Section Manager for managing livestock and crop damage claims and processing payments for Lure Crop Costshare Fencing and Contract Range Rider contracts and maintains and makes adjustment to the Conflict sections Damage Permitting System.



WHAT TO EXPECT

Among the varied range of responsibilities held within this role this position will:


Wildlife Conflict Contracts Management Statewide.

  • Interacts and coordinates with private landowners agricultural producers Wildlife Conflict staff Purchasing and Contracts Offices staff.
  • Reviews and approves draft contracts from Wildlife Conflict staff in the field.
  • Receives and processes invoices related to costshare agreements and contractors for providing nonlethal deterrents in response to carnivorelivestock interactions and crop damage caused by wildlife.
  • Oversees the management of each contract and provides assistance to field staff in implementing each contract.
  • Pass a background check and then be able to utilize the SpillmanFlex records management system for conflict call reporting.


Wildlife Damage Claims Livestock.

  • Interacts and coordinates with private landowners/producers livestock assessors Wildlife Conflict staff and other regional personnel statewide.
  • Provides timely response to interested producers providing complete claim information and assistance with the claim process statewide.
  • Serve as liaison between Department and public and private citizens via direct communication and response to each claim.
  • Participate as the subject matter expert in WDFW Wolf Advisory Group or subgroup agenda discussions about the program as the need arises.
  • Evaluates professionally prepared livestock assessments for compliance with the damage claim process and rules.
  • Analyzes and evaluates data and procedures to determine technical compliance with regulatory requirements outlined in administrative code and statute.
  • Analyzes the statewide compensation program/policy and makes recommendations/plans improvements.
  • Identifies and recommends settlement options with private landowners/producers.
  • Testify in appeal hearings related to livestock claims.


Wildlife Damage Claims Crop.

  • Interacts and coordinates with producers crop adjustors Wildlife Conflict staff and other regional personnel statewide.
  • Provides timely response to interested producers providing complete claim information and assistance with the claim process.
  • Serve as liaison between Department and public and private citizens via direct communication and response to each claim.
  • Evaluates professionally prepared crop assessments for the damage claim process.
  • Analyzes and evaluates data and procedures to determine technical compliance with regulatory requirements outlined in administrative code and statute.
  • Analyzes the statewide compensation program/policy and makes recommendations/plans improvements.
  • Identifies and recommends settlement options with landowners and/or producer.


Agency Permits Statewide.

  • Maintains and oversees the operation of the damage prevention and permit database for permits associated with deer elk turkey and other species caused damage.
  • Analyzes the effectiveness and efficiency of the process/issuance of damage prevention and permits.
  • Participates in the development of recommendations for policies procedures statutes and/or regulations of a high degree of complexity pursuant to the use of damage prevention and permits statewide.



Working Conditions:

Work setting: Work occurs primarily in a teleworking setting but may include infrequent office visits for particular business needs and occasionally in the outdoors under all weather conditions. Outdoors work settings include private or public land that may be in active crop production walking with other people short distances over uneven or rough surfaces.


Schedule: Work schedule is flexible within the parameters of the core business hours Monday through Friday but may include occasional long and irregular hours to include evenings and weekends as determined by business needs and emergent issues.


Travel requirements: Some travel for out of local area meetings and/or conferences may be necessary

as determined by business needs and emergent issues dictate.


Customer Interactions: Frequent contact with the general public private landowners hunters employees

from within and out of agency to include Federal State Tribal County and Local

municipalities. Private landowners are often frustrated agitated and/or

uncooperative due to negative or challenging perceptions and previous

interactions with wildlife.



QUALIFICATIONS:


Required Qualifications:


Option 1: Four 4 years of college involving major study in business administration public administration communication or related field. Please note: Additional qualifying experience will substitute yearforyear for education.


Option 2: Three 3 years of professional level experience in planning policy analysis research and data analysis policy development and regulatory management coordination and consultation with public and private agencies or governments and data system development and management.


License: Valid drivers license.


Knowledge Skills and Abilities:

  • Principles practices and methods of environmental or resource management data gathering basic research and field investigations.
  • Applicable state federal and local environmental and wildlife regulations and policies.
  • Technical report writing methods.
  • Personal computer hardware and software (MS Office products and Adobe).
  • Environmental rules and regulations.
  • Wildlife management tools and field techniques.
  • Principles of wildlife damage management.
  • Principles of wildlife harvest management.
  • General agriculture and range management principles.
  • Crop and livestock loss assessment and compensation management tools and field techniques
  • Contract development and administration
  • Communicate clearly in writing and verbally.
  • Write professional documents reports and funding proposals.
  • Understand and interpret plans maps and equipment specifications.
  • Prepare clear and concise written reports and make oral presentations.
  • Analyze and prepare plans and reports.
  • Develop effective objectives timelines and action plans.
  • Communicate clearly in writing and orally.
  • Ability to interpret complex laws and rules and convey their meaning to the public.


Preferred Qualifications:

In addition to the required qualifications our ideal applicant will possess some or all the following:

  • Familiarity with hunting trapping nonconsumptive wildlife recreation or wildlife management.
