Job Description

FullTime and Permanent; 7.5 Hours/Day; 252 Days/Year; 12 Months/Year

DEFINITION

Under the general direction of the Chief Academic Officer the Senior Coordinator Planning Program Evaluation and Data is responsible for: the planning program evaluations data management and managing of comprehensive research and development in support of instructional programs for the purpose of meeting the goals and objectives of the school division; developing and maintaining school enrollment boundary plans for all levels of schools by employing Geographic Information System (GIS) software; reviewing the impact of demographic changes on the existing and/or planned school facilities; providing demographic data; developing long and shortrange student enrollment projections by grade level at the divisionwide and individual school levels; and assisting with other responsibilities of the Department of Assessment Research and Accountability (ARA) as required.

SUPERVISION

Work is performed under the general supervision of the Chief Academic Officer. However employees frequently develop and refine their own routines and are expected to carry assignments through to completion independently. The incumbent has no supervisory responsibility.

ESSENTIAL FUNCTIONS OF THE CLASS (Performs a variety of duties itemized below.

Develops evaluation plans for completing formative and summative program evaluations.

Extracts analyzes and interprets data for program evaluation and prepares related administrative reports. Designs conducts and reports formal evaluations of pilot programs and special and/or existing programs. Oversees the operation set up training and overall use of the divisions data warehouse and the creation of associated reports.

Monitors and maintains school attendance zones for all Norfolk Public Schools (NPS) facilities through computer simulation and the use of ESIR ArcView GIS software combined with an ongoing review of local and regional demographics student enrollment and the operational status of existing or planned school facilities.

Designs and prepares school boundary maps.

Prepares presentations on plan options for consideration by the school board and the public.

Provides demographic data and summaries in support of school system requirements.

Prepares short and longrange student enrollment projections by school by grade.

Develops mobility and other demographic indices.

Responds to requests for data or information from other offices or school personnel.

Provides leadership and assistance to schools and departments in planning designing and conducting program evaluation activities.

Provides leadership regarding effective evaluation models methods and systems.

Collaborates with ARA staff to plan program evaluations.

Develops techniques for data visualization (such as Tableau) to effectively display results of program evaluation and other data analyses.

Assists in annual budget preparation with supporting data.

Performs related work as required.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Ability to utilize a wide variety of computer technology hardware and software applications including Microsoft SQL ESRI ArcView GIS preparation of maps and use of statistical analysis packages (e.g. SAS SPSS MS Excel) and presentation software (e.g. M.S. PowerPoint). Relational database experience is highly desired.

Thorough knowledge of demographic data sources applicable to school/community planning needs e.g. student enrollment and attendance records system federal census materials NRHA U.S. Navy Housing Office Hampton Roads Planning District Commission UVA Weldon Center for Public Service.

Indepth knowledge of school population projection and forecasting methods and techniques as well as current attendance school zones and the geography of Norfolk.

Maintains a high level of familiarity with a student information system and the Oracle access program or other search/retrieval software available to NPS employees.

Ability to communicate clearly with all stakeholders e.g. school division administration city governmental officials parents and/or parent groups civic leagues realtors and others.

Ability to conduct supervise and coordinate various types of research and a thorough knowledge of the application of multiple evaluation strategies.

MINIMUM EDUCATION TRAINING AND EXPERIENCE REQUIREMENTS

Masters degree in Mathematics Information Systems Business or Public Administration with graduate coursework in research design advanced statistics urban planning educational measurements experimental design and GIStype techniques or information systems is strongly preferred.
