Job Description

Overview:

The City of Boston Mayors Office of Emergency Management (OEM) seeks a highly qualified candidate to serve as Grant Manager. The position is funded under the Department of Homeland Securitys Urban Area Security Initiative (UASI) program. The successful candidate will have strong project management grant management and communication skills and will be responsible for supporting components of the UASI program. Under the supervision of a Project Director the successful candidate will be responsible for staffing/supporting subcommittees tasked with oversight of Department of Homeland Securityfunded investment areas and related projects within the Metro Boston Homeland Security Region (MBHSR) in order to promote and support the MBHSR crossjurisdiction/crossdiscipline homeland security strategy.

OEM coordinates the Citys homeland security and emergency management programs. OEMs mission is to enhance the City of Boston and MetroBoston Homeland Security Regions capacity to prevent protect against respond to and recover from major emergencies. Working in close partnership with Bostons public safety and public health agencies OEM plans and prepares for emergencies educates the public about preparedness conducts training exercises and drills and performs other services to support the City and Regions overall preparedness. OEM follows an allhazards approach preparing for emergencies of different types whether they be natural or manmade.

Responsibilities:

  • Serve as grant manager for assigned investment areas and related projects.
  • Maintain strong working relationships with regional and City stakeholders.
  • Develop briefing materials and facilitate meetings for investment subcommittees and working groups.
  • Assist in the creation of specific regional and multidiscipline project plans and budgets for assigned investment areas.
  • Represent OEM at official functions interagency meetings and appropriate training sessions as required.
  • Develop budget and project plan documents for submission to the Massachusetts Executive Office of Public Safety and Security (EOPSS) and the Federal Emergency Management Agency (FEMA).
  • Assist with overall planning and management of projects as assigned.
  • Support implementation of investment subcommittee recommendations to including equipment procurement and training coordination.
  • Obtain required project approvals for FEMA and EOPSS.
  • Develop scopes of work and bid events for equipment and service procurements and Request for Proposals (RFPs) in compliance with Massachusetts General Law Ch. 30b.
  • Oversee selection committee activities associated with the RFP process.
  • Coordinate preparation of contracting documents with the Citys Law and Procurement departments vendors and contractors.
  • Review invoices received from vendors and contractors confirm receipt of equipment and services and submit required documentation in the Citys financial system.
  • Establish and monitor project metrics and milestones perform project review and analysis to determine effectiveness and develop and implement corresponding recommendations for changes and improvements.
  • Maintain project budget documents.
  • Prepare project status reports for submission to EOPSS and FEMA.
  • Fulfill other OEM duties as assigned including oncall shifts and staffing of the Citys Emergency Operations Center (EOC) during an emergency or major planned event.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least one 3 year of experience in planning implementing and coordinating complex projects.
  • Bachelors Degree preferably in Public Policy Administration Business or related field. Degree may count towards one year of the required professional experience.
  • Ability to analyze and interpret data.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Proficiency in Microsoft Word Excel and PowerPoint.
  • Strong project management grant management and communication skills.
  • Ability to exercise good judgement and focus on detail as required by the position.

Desired Requirements:

  • Knowledge of City state and federal homeland security or emergency preparedness ordinances regulations guidelines and procedures.
  • Knowledge of City state and federal procurement policies and requirements.
  • Ability to maintain organized records.
  • Ability to develop and maintain effective working relationships as necessary to enhance overall project management.
  • Previous work in a government setting preferably in the MetroBoston region.
  • Experience using PeopleSoft.
