Job Description

Senior Personnel Analyst (Outbound)
Macdill Air Force Base Tampa FL

The Senior Personnel Analyst (Outbound) assists the United States Marine Corps Forces Central Command (MARCENT) and subordinate commands by serving within the manpower directorate task area. The positions primary mission involves assisting in the analysis of manpower requirements to support operations. Additionally the manpower directorate helps to advise and assist the Commander in matters relating to personnel operations management policy administration awards correspondence travel management the Government Travel Charge Card (GTCC) Program and administrative support to all Marines stationed at MacDill AFB as well as individual augments in the USCENTCOM Area of Responsibility (AOR). The Senior Personnel Analyst (Outbound) directly supports services for MARCENTs G1 section including support to the MARCENT Personnel Administration Center Director in the separation and retirement process of personnel to ensure the efficient of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Senior Personnel Analyst (Outbound) will perform the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Support the MARCENT Personnel Administration Center Director.
  • Assist in the Outbound Section that has overall cognizance of the PCS/PCA separation and retirement process for Marines and their family members.
  • Ensure all Marines executing orders are aware of all entitlements associated with their move to include dependent travel entitlements.
  • Assist in submitting port call requests to Travel Management Office (DMO) and all Area Clearance requests to the gaining command via AMHS message.
  • Ensure the members record is correct and up to date in the Marine Corps Total Force System (MCTFS) prior to the member detaching. An audit may be required to affect required changes. All orders will be issued to the member on the day of detachment.

EDUCATION

  • HS diploma or equivalent required.

EXPERIENCE

  • Minimum ten years of military experience.
  • Experience in personnel administration specifically in the outbound processing of service members including separations retirements and Permanent Change of Station (PCS) orders.
  • Experience in managing entitlements related to military moves including dependent travel entitlements and coordinating with Travel Management Offices.
  • Experience in auditing and maintaining records in systems such as the Marine Corps Total Force System (MCTFS) ensuring accuracy and compliance before personnel detachments.
  • Experience in submitting port call requests and area clearance requests to gaining commands utilizing communication systems like AMHS.

CORE SKILLS/COMPETENCIES

Required Knowledge Skills and Abilities

  • Expertise in the outbound processing of personnel including handling separations retirements and PCS/PCA orders for Marines and their families.
  • Strong understanding of entitlements associated with military moves including dependent travel entitlements and the ability to ensure service members are informed and supported.
  • Proficiency in submitting port call requests and area clearance requests and coordinating with Travel Management Offices and gaining commands.
  • Ability to audit and maintain accurate records in MCTFS and ensure all required changes are made prior to personnel detachment.
  • Advanced proficiency with groupware applications (SharePoint MS Teams) and the Microsoft Office suite (Word Power Point Excel etc. desired.
  • Strong written and verbal communication skills desired.

WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS

  • Travel is required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid drivers license current automobile insurance and a driving record that is acceptable to the companys auto insurance provider.

SECURITY CLEARANCE

  • A Secret clearance is required for this position.
