Job Description

JOB TITLE: ICF Qualified Professional


I. Minimum Education/Experience

  • Bachelors degree in special education Psychology Social Work or a related field and three 3 year of experience in services for persons with developmental disabilities including two 2 years of supervisory experience or other equivalent combination of education and experience. Preference will be given to applicants with ICF/IDD and/or CAPMR/DD experience.


II. Special Qualifications

  • Must meet North Carolina requirements to be credentialed as a Qualified Intellectual Disabilities Professional. (QIDP)


III. Responsibilities

  1. Ensure that staff empathize with residents and treat them as valued individuals.
  2. Assist with preparation of an annual budget.
  3. Ensure that expenditure does not exceed the approved budget.
  4. Develop measurable annual program goals subject to the approval of the President.
  5. Evaluate the programs effectiveness.
  6. Recommend programmatic policies/procedures to the President for approval.
  7. Implement approved programmatic personnel administrative and other policies and procedures.
  8. Prepare and submit annual monthly program reports and other reports as needed to immediate supervisor and the President.
  9. Supervise daytoday operations of the residential program and its residents including individual program plans behavior programs safety of residents personal grooming and hygiene of residents shift coverage cleanliness and repair of the residence etc.
  10. In cases of emergency involving the welfare of the residents: make the necessary arrangements contact proper authorities and notify immediate supervisor and President.
  11. Ensure compliance with applicable local state and federal minimum program regulations and laws.
  12. When necessary participate in meeting personal health care and programmatic needs of the residents.
  13. Approve and submit work orders and requisitions as needed.
  14. Ensure that record keeping is current and in accordance with established policies and regulations.
  15. Provide consultation to other staff members.
  16. Coordinate admissions and discharges to the program in conjunction with the social worker.
  17. Consult with parents or family members when necessary.
  18. Hire and discharge staff with approval of the President.
  19. Initiate disciplinary action decided appropriate in accordance with established personnel policies and procedures.
  20. Coordinate and conduct regularly scheduled supervisors meetings and residence staff meetings to ensure adequate and timely communications. Maintain minutes of staff meetings.
  21. Review timecards for residential staff.
  22. Complete annual and end of conditional employment period staff performance appraisals.
  23. Orient new staff volunteers and interns.
  24. Participate in and provide training for staff volunteers and interns.
  25. Approve work schedules for residential staff.
  26. Assist supervisors in scheduling daily work routines for each shift.
  27. Provide on going monitoring of programs and services to ensure timely implementation and modification of programs and services.
  28. Review summarize and document resident progress on a regular basis.
  29. Monitor coordinate and supervise the implementation of Individual Program Plans and needed services.
  30. Chair Interdisciplinary Team meetings; facilitate Interdisciplinary Team process.
  31. Coordinate services with other community organizations and agencies.
  32. Monitor/supervise use of restraints and/or other restrictive techniques as directed by the President; Chair quarterly Behavior Review meetings and participate in quarterly Human Rights Advisory Committee meetings.
  33. Investigate alleged occurrences of client mistreatment abuse and neglect as required.
  34. Make regular unannounced visits to clients program areas and complete a report on observations/recommendations and submit to Director of Day & Residential Services.
  35. Monitor and report residents use of therapeutic and hospital leave.
  36. Ensure compliance with applicable national accreditation requirements.
  37. Participate in administrative oncall duty.
  38. Attend staff and parent association meetings.
  39. Attend management team meetings.
  40. Participate on Center committees as required.
  41. Perform other related duties as required.

Recruitment Standards

  1. Ability to work well with other agencies in the community.
  2. Thorough knowledge of human development its theories practices and techniques.
  3. Considerable knowledge of residential services models and administration and ability to implement said systems and practices.
  4. Ability to maintain effective working relationships with Center personnel parents and the public.
  5. Ability to assume the authority and responsibility for evaluating employee relationships and performance.
  6. Ability to accept new ideas and incorporate them into the residential program.
  7. Ability to integrate a variety of internal service components.
  8. Ability to communicate effectively in written and oral form.

Hours/Days of Work 8:00 a.m. to 5:00 p.m. Monday through Friday (Exempt)
