Job Description

SPECIFIC RESPONSIBILITIES INCLUDE:

Program Manager/Business Development coordinates and monitors the scheduling pricing and technical performance of programs assigned. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals plans specifications and financial conditions of contracts. Ensures adherence to master plans and schedules develops solutions to program problems and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects tasks and operations. Familiar with standard concepts practices and procedures within a particular field. The Contractor shall provide administrative support for duties which require the ability to plan develop and execute programs in support of areas such as records management internal controls and other general administrative programs (e.g. property accountability). AsContractor personnel shall serve as the program coordinator for several Programs and will be responsible for gathering tracking and coordinating Directorate activities and tasks. Tasks also include but are not limited to researching necessary documents and data for the evaluation of trends for decision making on the programs preparing and processing reports and information papers to support analysis for the programs and includes the knowledge management of that data and analysis. The Contractor shall utilize and recommend improvements to internal operating procedures and maintain statistical and narrative information on assigned programs ensuring compliance with governing policy.

MINIMUM QUALIFICATION/ REQUIREMENTS:

  • At least 10 years of Program Management experience
  • Ability to provide effective guidance to customers.
  • Ability to plan organize work and meet deadlines.
  • Ability to develop and utilize appropriate data collection techniques.
  • Ability to research analyze interpret and apply rules regulations and procedures.
  • Grow the opportunity pipeline to include existing as well as adjacent markets/customers through diligent and timely identification/qualification of new business opportunities by leveraging current technologies customer intimacies and intercompany collaboration.
  • Develop and execute strategic and tactical plans for the pursuit and successful capture of key opportunities.
  • Obtain marketing intelligence and competitive data pertaining to potential targeted pursuits and develop marketing strategies.
  • Grow the opportunity pipeline to include existing as well as adjacent markets/customers through diligent and timely identification/qualification of new business opportunities by leveraging current technologies customer intimacies and intercompany collaboration
  • Develop and execute strategic and tactical plans for the pursuit and successful capture of key opportunities
  • Obtain marketing intelligence and competitive data pertaining to potential targeted pursuits and develop marketing strategies
  • Participate in bid decisions development of cost strategies and phase reviews.
  • Conduct customer visits and perform research to understand current and emerging customer needs and requirements
  • Establish build and maintain customer relationships and assess competitor capabilities aligned to specific customers in selected DoD Market Space.
  • Support creation and of multiyear business development strategies
  • US Citizenship and a current Secret Clearance or having held one during the last two years. (History of higher clearance a plus)

PREFERRED QUALIFICATION/REQUIREMENTS:

  • Ability to plan and execute complex multifaceted projects.
  • Ability to recognize and analyze problems to conduct research summarize results and to make appropriate recommendations.
  • Knowledge of manpower personnel and budget regulations and guidance as relates to assigned tasks.

EDUCATION:

  • Bachelors Degree in a technical or businessrelated discipline; Masters or equivalent (Preferred)
  • Minimum of 10 years of relevant BD experience
